Prime Minister (PM) James Marape has appealed to all citizens to uphold peace, fairness, and integrity in the upcoming Local-level Government (LLG) elections, Bougainville elections, and National Parliamentary byelections, urging voters and candidates alike to conduct themselves responsibly as the democratic process begins.
“This is a time when our nation is under various pressures and tensions, but we must rise above and approach these elections with maturity.
The LLG elections represent the level of government closest to our people. These are your communities, your wards, and your leaders. I appeal to everyone: nominate peacefully, campaign peacefully, and assist lawfully in the counting and declaration process,” PM Marape said.
The Prime Minister urged voters to assess candidates based not on tribal affiliation but on merit and proven ability to lead in their communities.
“Don’t be swayed by inducements, intimidation, or coercion. We must vote not just for ‘wantokism’ but for true leadership—those who have demonstrated maturity and capability in holding communities together.
“Ward leaders and LLG presidents are the foundation of our democratic system. National and provincial leadership is built upon this bedrock,” he said.
PM Marape stressed that in every election, the principal participants are not the candidates but the voters.
“It is you, the voters—those aged 18 and above—who have the God-given free will to choose your leaders. Use that freedom to elect those of good character and conscience,” he said.
PM Marape confirmed he has instructed the Police Commissioner to be on standby to monitor and intervene in any cases of illegal election practices.
He warned against threats, bribery, coercion, and violence during the election period.
“As we approach our nation’s 50th anniversary, let us show the world we are capable of mature democratic practice.
This must be a moment where voters choose on merit, not manipulation,” PM Marape said.
He also announced the national government will continue to support the Electoral Commission, and he has directed all provincial governments and districts to assist with manpower and resources as needed.
“I have also instructed the Minister for Public Service to issue a circular through the Secretary for Department of Personnel Management, calling on public servants to volunteer their time and service to assist with the delivery of LLG elections,” Prime Minister Marape added.
Turning to the Autonomous Region of Bougainville, PM Marape acknowledged the importance of its upcoming election in the context of the Bougainville Peace Agreement and post-referendum dialogue.
“We stand ready to support the Bougainville Government and Electoral Commission to ensure a peaceful and credible election that will bring in the next leadership to guide the region forward,” he said.
PM Marape also confirmed that six of seven vacant National Parliament seats will be contested in upcoming by-elections, and he used the occasion to call on political opponents and aspiring leaders to take part in the democratic process.
“There are those who constantly criticize the government on social media. Instead of fueling anger and division online, this is your chance to step up—nominate, endorse a candidate, and participate in the elections. That is how democracy works,” he said.
PM Marape said Pangu Pati will be fielding candidates in some of the open seats but welcomed strong campaigns from opposition parties.
“This is the time and space for political contest. If the people want a change, they will show it at the ballot box. We will ensure a level playing field for all candidates and parties. As always, it is the people who hold the ultimate power,” he said.
