NCD Superintendent Administration Senior Sergeant Sena Patrick has commended the High-Stake Negotiation Policy Graduates for successfully completing the 6- day training on Wednesday 20th August 2025.
On Behalf of the NCD Metropolitan Superintendent and Divisional Commander, Senior Sergeant Patrick congratulated the graduates on their achievement at the Graduation Ceremony at the International Business & Technical College (IBTC) at Kanage Street, 6 Mile.

Senior Sergeant Patrick quoted Isiah 4, verse 6 (4:6): “My people are destroyed for the lack of Knowledge, but I am glad to say here today seated in this room of students that you have gained new knowledge that can lead to peace and not destruction.”
She emphasized the current social issues that can quickly switch any situation from random to violent, when calm de-escalation or mitigated by police through negotiation or mediation.
“With this workshop we should hope that soon the days of solving violence with violence will cease to exist. The aim of learning to properly negotiate a better result from high strength situation not only benefits the frontline officers but aids to foster a peaceful community and slowly build the trust between the constabulary and citizens.”
“I know the participants have learnt a lot from this 6-days training.”
