About the Role

The Financial Controller is responsible for the overall financial management, accounting operations, financial reporting, statutory compliance, treasury management, budgeting, and internal controls of PNG FM Limited and its related entities.

The role provides strategic financial leadership to support informed decision-making by Executive Management while ensuring compliance with the Companies Act, Income Tax Act, GST legislation, IRC requirements, superannuation obligations, and all applicable financial regulations within Papua New Guinea. The Financial Controller works closely with the Group Chief Financial Officer to strengthen financial governance, improve operational efficiency, support business growth, and protect the Company's financial assets.

Financial Management & Reporting

  • Prepare accurate monthly, quarterly and annual financial statements.
  • Produce monthly management reports for the Executive Leadership Team and Board.
  • Ensure timely month-end and year-end financial close processes.
  • Review and approve General Ledger reconciliations and resolve outstanding reconciling items.
  • Monitor cash flow, working capital and liquidity requirements.
  • Prepare financial forecasts and rolling cash flow projections.
  • Analyze financial performance and provide recommendations to management.

Budgeting & Planning

  • Coordinate the annual budgeting process across all business units.
  • Monitor departmental budgets and expenditure.
  • Conduct variance analysis between budget and actual performance.
  • Assist departmental managers with budget preparation and forecasting.
  • Recommend cost-saving initiatives without compromising operational effectiveness.

Financial Control & Compliance

Ensure compliance with:

  • PNG Income Tax Act
  • Goods & Services Tax (GST)
  • IRC Employer Obligations
  • National Provident Fund (Nasfund or applicable Superannuation Fund)
  • Companies Act
  • PNG Financial Reporting Standards
  • Internal Company Policies
  • Ensure all statutory returns and tax payments are submitted accurately and on time.
  • Maintain strong internal financial controls to safeguard company assets.
  • Review and approve payment requests in accordance with Delegation of Authority (DOA).
  • Monitor compliance with procurement and purchasing policies.

Audit & Risk Management

  • Coordinate annual external audits.
  • Liaise with auditors and regulatory authorities.
  • Prepare audit schedules and supporting documentation.
  • Implement recommendations arising from audit findings.
  • Assist in developing enterprise risk management strategies relating to finance.

Treasury & Cash Management

  • Monitor daily cash position.
  • Manage company banking relationships.
  • Review bank reconciliations.
  • Monitor foreign currency transactions where applicable.
  • Ensure sufficient liquidity to support operations.

Leadership & Team Management

  • Lead and supervise the Finance Team.
  • Develop staff capability through coaching and mentoring.
  • Conduct performance reviews.
  • Identify training and development opportunities.
  • Promote teamwork and accountability within the department.

Business Support

  • Provide financial advice to Executive Management.
  • Support commercial negotiations by providing financial analysis.
  • Evaluate new business opportunities and investment proposals.
  • Participate in strategic planning and organizational growth initiatives.

Payroll Oversight

  • Ensure payroll is processed accurately and on time.
  • Ensure statutory deductions are remitted to relevant authorities.
  • Monitor payroll compliance with PNG Employment legislation.
  • Work closely with Human Resources regarding employee remuneration, benefits and payroll changes.

Policies & Continuous Improvement

  • Review and improve finance policies and procedures.
  • Identify opportunities to automate financial processes.
  • Improve financial reporting systems and controls.
  • Support implementation of finance-related software and technology improvements.

Other Duties

  • Participate in Executive Management meetings when required.
  • Support Board reporting requirements.
  • Undertake additional duties as directed by the Group Chief Financial Officer or Chief Executive Officer.

Qualifications & Experience

QUALIFICATIONS

Essential

  • Bachelor's Degree in Accounting, Finance or Commerce.
  • CPA Papua New Guinea, CPA Australia, CA ANZ or equivalent professional qualification.
  • Current membership with CPA PNG or recognised accounting body.

Experience

  • Minimum 7–10 years progressive accounting and finance experience.
  • At least 3–5 years in a senior finance leadership role.
  • Experience in budgeting, financial reporting, taxation, payroll and audit.
  • Experience supervising finance teams.
  • Experience with ERP/accounting software (Attache, MYOB, Xero, SAP or similar).
