Job Description

The IT Manager is responsible for the strategic leadership, governance, security, and continuous improvement of PNGFM Limited’s information technology environment. The role provides managerial oversight of all IT systems, IT staff, and vendors, ensuring technology effectively supports broadcast operations, digital platforms, and corporate services.

Job Requirements

Qualifications & Experience

  • Degree in Information Technology, Computer Science, Information Systems, or a related discipline.

  • Minimum of five (5) years’ experience in a senior IT leadership, systems management, or IT management role.

  • Demonstrated experience managing enterprise IT environments and leading technical teams.

  • Relevant professional certifications in networking, systems administration, cybersecurity, or cloud platforms are highly desirable.

Technical & Managerial Competence

  • Strong working knowledge of enterprise IT architecture, systems integration, and infrastructure planning.

  • Proven capability in IT governance, cybersecurity oversight, risk management, and compliance.

  • Experience managing mixed operating system environments, including Windows, Linux, and macOS.

  • High-level understanding of broadcast and media technology environments; exposure to radio broadcast systems is advantageous but not mandatory.

  • Excellent leadership, planning, budgeting, and vendor management skills.

Professional Skills

  • Strong strategic thinking and decision-making ability.

  • Excellent written and verbal communication skills with the ability to engage senior management and technical teams.

  • Strong organisational, analytical, and problem-solving skills.

  • Customer-focused mindset balanced with policy, security, and operational discipline.

  • Valid and full driver’s licence.

Key Responsibilities

1. Strategic Leadership & Governance

  • Develop and implement PNGFM’s IT strategy, policies, standards, and procedures.

  • Ensure alignment of IT initiatives with organisational goals and broadcast operational requirements.

  • Provide expert advice to senior management on IT risks, opportunities, and investment priorities.

  • Establish and enforce cybersecurity, data protection, and access control frameworks.

2. Systems & Infrastructure Oversight

  • Maintain executive-level oversight of all IT infrastructure, systems, networks, and platforms.

  • Approve system architecture, upgrades, and technology changes to ensure scalability and resilience.

  • Oversee system monitoring, backup, disaster recovery, and business continuity arrangements.

  • Ensure IT environments meet availability, performance, and security expectations.

3. People & Performance Management

  • Lead, mentor, and performance-manage IT staff, clearly separating managerial oversight from operational support functions.

  • Define roles, responsibilities, and escalation pathways within the IT function.

  • Support capability development, succession planning, and skills uplift within the IT team.

4. Vendor & Financial Management

  • Manage relationships with IT vendors, service providers, and consultants.

  • Oversee IT budgets, licensing, procurement, and cost control.

  • Ensure vendor performance, service level agreements, and contractual obligations are met.

5. Broadcast & Critical Operations Support

  • Ensure IT systems reliably support broadcast, transmission-adjacent, and digital operations.

  • Act as the escalation point for major or critical IT incidents impacting broadcast continuity.

  • Maintain on-call availability for critical operational issues in a broadcast environment.

  • Support future expansion of IT involvement in transmission-related and other technical systems as required.

6. Continuous Improvement & Compliance

  • Review and modernise IT systems to eliminate obsolete technologies and practices.

  • Ensure compliance with organisational policies, security standards, and regulatory requirements.

  • Drive continuous improvement initiatives to enhance system reliability, security, and efficiency.
