MARU DISAPPOINTED WITH NEWMONT'S DECISION TO RELOCATE MARU DISAPPOINTED WITH NEWMONT'S DECISION TO RELOCATE
The Minister for International Trade and Investment, Richard Maru has expressed grave concerns over Newmont Corporation’s decision to shift its country office to Australia and directs the Securities Commission of Papua New Guinea (PNG) to immediately investigate Newmont Corporation for breach of the Memorandum of Agreement (MOA). Minister Maru said the agreement obligated Newmont Corporation to prioritize its operational presence in PNG when acquiring Newcrest Interest, which is now being undermined by the closure of its PNG office and relocating its head office to Australia. One of the understandings reached on October 9, 2023, was for Newmont’s head office to be based in PNG for mutual benefits, to foster economic growth, and to uphold national interests. The MOA emphasized Newmont’s commitment to advancing PNG’s national interests through job creation, tax contributions, and the promotion of local economic opportunities to ensure the eleven million citizens of PNG benefit from the revenue derived from mining activities. Minister Maru said, “This decision is a fundamental breach of trust and has significant negative implications for PNG’s economy and has violated the intended purpose of the MOA and section 277(6) of the Capital Markets Act 2015 and the National Goals & Directive Principals 3, 5, and of the Constitution. “The decision to redirect activities outside PNG erodes this opportunity, jeopardizing the broader economic and social benefits envisioned. “ Minister Maru pointed out that the MOA was signed under the oversight of the Securities Commission of PNG, which granted regulatory approvals tied to specific conditions, including compliance with commitments to operate within the country. The move to Australia risks breaching these regulatory conditions, further compounding the situation. “It is deeply regrettable that Newmont Corporation, having agreed in good faith, now disregards its commitments to PNG. Such actions have far-reaching consequences, including significant losses, reduced tax revenue, and the erosion of economic opportunities that were critical to the agreement. “As a sovereign nation, we cannot and will not allow this breach to go unchallenged. I now direct the Securities Commission of PNG to take decisive action to ensure Newmont Corporation fulfills its obligations. Corporate responsibility is not optional; it is a cornerstone of mutual respect, partnership, and sustainable development, and our government will not take it lightly. “PNG has always honored its contracts with its investors since independence despite the change of governments. It is a slap in the face of PNG when we are in the negotiations that will lead to the granting of the Special Mining Lease (SML) to Newmont for the Wafi-Golpu Project. Such bad faith at this time is regrettable. Minister Maru emphasized that these measures are vital to safeguarding PNG’s national interests and ensuring that agreements entered into in good faith are upheld to the benefit of the country and its people. The Securities Commission is immediately directed to work in collaboration with legal experts and other regulatory bodies to investigate and ensure Newmont complies with the MOA.

KAFANA OFF- SEASON LAUNCHED KAFANA OFF- SEASON LAUNCHED
The Kafana Off-season Rugby League in Eastern Highlands Province (EHP) was officially launched on Sunday 8th December in Goroka town. One of the league's key objectives is to affiliate Kafana Rugby League with the Papua New Guinea Rugby Football League (PNGRFL), ensuring that future sports programs receive official sanctioning. The launch introduced a comprehensive five-year development program designed to cultivate talented athletes who can represent their community, district, and province in the nation’s semi-professional league. This program is themed "Say No to Violence, Drugs, and Alcohol." The event saw attendance from notable dignitaries, including representatives from PNGRFL, PNG NASP Chairman Koren Maso, Rural Police Commander Inspector Ben Neneo, and various community leaders. The official kick-off attracted thousands of spectators. Highlands Region Sports Development Program Coordinator James Kundi highlighted the significance of this initiative as a vital step toward full affiliation with PNGRFL. "In Eastern Highlands, we currently have only one sanctioned rugby league program, which is the Goroka Rugby League. Considering the growing population in the province, more rugby leagues must affiliate with PNGRFL. This will enable us to discover and develop raw talent into true ambassadors for both the province and the country," he stated. Twenty local sports clubs from nearby communities in the Goroka District of Eastern Highlands Province have joined the league, which features both male and female divisions, along with participation from under-sixteen schoolboys. Patron Konisimo encouraged participating clubs, players, and coaching staff to uphold sportsmanship throughout the league. "You may hear about our rugby stars in the country and admire their success, but it all begins with the right mindset. Stay committed, practice self-discipline, and maintain control. Avoid harmful behaviors such as drug and alcohol use, and you may one day become our next rugby star," he advised. Konisimo also pointed out that the Christmas season, while a time of joy, can sometimes lead to excessive celebrations that result in accidents or even loss of life, particularly among the youth. Nevertheless, he emphasized that initiatives like this league would keep youth engaged and provide opportunities for small and medium enterprises (SMEs) to set up stalls, enabling meaningful Christmas celebrations. “Christmas is a time to share, reconcile, reflect on our journey over the year, and strengthen family bonds,” he concluded.

DETERIORATING ROAD CONDITIONS REMAIN A CHALLENGE FOR RURAL AREAS DETERIORATING ROAD CONDITIONS REMAIN A CHALLENGE FOR RURAL AREAS
The poor condition of the road connecting Okapa, Lufa, and parts of the Henganofi Districts in Eastern Highlands province, creates major difficulties for residents and affecting movement of goods, as this vital route is essential for accessing town where people seek public services and essential goods. Connecting thousands of people and key commercial areas, such as coffee production in the district, the road has progressively worsened over time. Public servants and residents in the remote areas of Okapa District are particularly affected, primarily due to inadequate road maintenance by the Okapa District Development Authority (ODDA), leading to increasing hardships. Recent rainfall has further exacerbated the already problematic road conditions. The head teacher of Yasubi Primary School, Mr. George Konou, has expressed his concerns about the situation. “We need the Kripaga section of the road to be repaired during this time.” He also highlighted the challenges posed by the Christmas rains, noting that certain parts of the Okapa roads are causing significant problems for the public. “Schools are closing this week, and school administrators and board members are having a tough time when they get stuck on their way." Moreover, he emphasized the need to address this issue promptly to prevent further disruptions to services in the district

PASSENGERS SURVIVE VEHICLE CRASH PASSENGERS SURVIVE VEHICLE CRASH
This morning around 6:30 AM, there was an accident on Taurama Road, just past the PNG Defense Force (PNG-DF) barracks roundabout. Eyewitnesses mentioned that the driver might have been under the influence of alcohol. The vehicle reportedly hit some water on the side of the road, causing the driver to lose control. The car spun around and crashed into a drain. Fortunately, no one seemed to be injured, but the passengers appeared confused about what had just happened. PASTOR URGE CITIZENS TO CELEBRATE RESPONSIBLY PASTOR URGE CITIZENS TO CELEBRATE RESPONSIBLY
Warimo Awana, the pastor of the Erima Seventh-day Adventist (SDA) Church in Port Moresby, urged all Papua New Guineans to respect one another and to celebrate responsibly during this festive season. As the countdown to the end of 2024 begins, the New Year of 2025 is fast approaching. Working individuals and students will return home from their jobs and schools to be with their loved ones. This is an exciting time to experience the true spirit of togetherness while reuniting with long-missed family members. Heading into this climactic time of year filled with endless excitement, the anticipated celebrations will showcase style and color. During this period, Pastor Warimo encouraged everyone to learn to respect and be considerate of one another for peaceful celebrations. “I encourage all Papua New Guineans, especially young people, to avoid engaging in harmful activities that could cost a life. Instead, I urge you to abide by the country’s laws and, most importantly, to participate in any church-organized activities during the festive season. “Celebrating under the influence of alcohol or engaging in criminal activities can lead to unplanned incidents and potentially cost you your life. This is completely unacceptable. We must understand that we have only one life to live,” Pastor Warimo said. He further emphasized the importance of life, describing it as a special gift from God, and encouraged everyone to take time to appreciate its source. “It is important for us to give thanks to the Lord for His constant love, guidance, and the daily blessings that keep us going.” “Sometimes let’s be like King David and say, ‘I praise you, for I am fearfully and wonderfully made. Wonderful are your works; my soul knows it very well,’ as recorded in Psalms 139:14.”

MINISTER DUMA CLARIFIES POWER SUPPLY ARRANGEMENTS MINISTER DUMA CLARIFIES POWER SUPPLY ARRANGEMENTS
The Minister for State-Owned Enterprises (SOE) and Member for Hagen Open, Wiliam Duma, has announced that the Yonki Hydro Power Project in Eastern Highlands Province will remain the primary power supplier for the Highlands region. The good minister made this statement in response to questions raised by the local Member of Parlaiment (MP) for Kainantu, William Hagahuno in Parliament this week regarding the project. “The Yonki hydro Power Energy will continue to be the primary source of energy for the entire Highlands Region and will not be replaced in the medium to long term,” Minister Duma stated. He emphasized to the people, particularly those from the Eastern Highlands and the entire Highlands Region, that currently, no power is being sourced from the gas in Hela Province. He clarified that no gas has been utilized, nor will it be in the near to medium future to generate energy for the population's needs. “For gas to be utilized, a power purchase agreement must exist between PNG Power and either the gas owners or a third party,” the Minister said. Duma informed the House and the people of Eastern Highlands that, under a loan agreement with the Exim (Export- Import) Bank of China, PNG Power has engaged a contractor to construct high-voltage transmission lines and towers that will begin in Hela Province and extend into Eastern Highlands Province. "These new transmission lines and towers are intended to replace the outdated infrastructure established by the colonial administration in the early 1960s, which now poses a risk of collapse." He also addressed the critical issue of benefits for the traditional owners of the land where the Yonki Hydro scheme is located. He recognized instances of misused funds allocated for landowners and the disputes that have arisen among them. “Unfortunately, this arrangement was set up by the colonial administration prior to our independence (1975), and successive governments have not adequately addressed these issues for many years." “I can confirm that some payments have been made by PNG Power to the landowners. It is incorrect to claim that no payments have been made," Minister Duma said. However, he assured that the government is not ignoring these issues and is willing to review such arrangements, emphasizing that it would be contrary to public policy for any government to overlook those agreements. "We will explore options to accommodate our people within the existing framework and, if necessary, consider including them in the new Ramu 2 project." "In this arrangement, PNG Power will retain 60% of the shareholding for the benefit of the people of this country, while 40% will be transferred to the affected landowners and the provincial governments of Eastern Highlands and Morobe. We will allocate 20% each to the people of Eastern Highlands and Morobe provinces." “This is a groundbreaking initiative, the first of its kind in the country, implemented by the Marape-Rosso government. Once the Treasury Department finalizes the terms of the guarantee, we expect construction or preliminary work to commence by mid-next year," Minister Duma stated.

The strategy aligns with the NCS Policy 2021, reinforcing the government’s commitment to building a resilient and secure digital environment. Cybersecurity plays a vital role in ensuring safety, especially in safeguarding sensitive information, systems, and networks from malicious attacks, unauthorized access, and data breaches,” he stated. The NCS strategy includes the establishment of the National Cyber Security Coordination Centre (N3C), which will enhance PNG’s technical and intelligence capabilities in line with international standards and best practices. The N3C is set to play a critical role in defending against cyber threats, protecting critical infrastructure and assets, and ensuring national security.
