Morobe Provincial Health Authority (PHA) Chief Executive Officer, Dr. Kipas Binga, has highlighted the significant operational challenges the PHA is facing in maintaining its healthcare facilities, particularly at Angau Hospital in Lae city, which became part of the PHA in 2019. Dr. Binga explained that the cost of running essential services, such as the central energy unit, has become increasingly burdensome. "To operate the generator for an hour, we use about 100 to 200 litres of fuel if the PHA power goes off," he said when stressing that the high fuel consumption has led to substantial expenses for the hospital. In addition to the energy costs, Dr. Binga emphasized the difficulty in maintaining the hospital's new and sophisticated facilities. "We don't have skilled people within the organization to service these facilities," he said. As a result, the PHA has had to outsource maintenance work to external service providers, further adding to the financial strain. The PHA is also dealing with a significant workforce shortage. Dr. Binga revealed that out of 1, 887 positions within the organization, 752 remain vacant. The incident occurred on a mining site under separate legal jurisdiction, with the Mineral Resources Authority (MRA) responsible for oversight. Narewec called for the MRA to conduct an immediate investigation and assessment of the situation. He also urged the Minister of Police to deploy an independent police investigation team to Wau to ensure a fair investigation for all parties involved, including the leaseholder, developer, and tributors. "This is not a new issue; it has been ongoing for over 30 years.” The incident is linked to Mining Lease ML460, where tensions escalated despite previous efforts to resolve disputes. Digicel Foundation's "BeLit" (Better Literacy) program, aimed at enhancing education through technology, has expanded to Lae City. Over the past two years, the initiative has included a three-hour educational TV program on TVWAN and the establishment of computer labs in six secondary schools in Port Moresby. In the 2024 fiscal year, Digicel Foundation assessed all four high schools in Lae to determine eligibility for computer lab projects, based on criteria such as existing infrastructure, the presence of ICT teachers, and security measures. Lae Secondary School and Busu Secondary School were selected for the project. Busu Secondary School, one of Lae's top-performing institutions with 1,800 students from Grades 9 to 12, had previously received funding for a four-in-one double-storey classroom under Digicel Foundation’s Education Infrastructure Program. The classroom, costing K1.6 million, was completed in December 2022 after delays with the initial contractor. The current project at Busu Secondary involves refurbishing the existing computer lab, including the installation of 20 desktop computers and 20 laptops, replacing outdated equipment.
