These were the words of the Prime Minister James Marape in his keynote speech at the Candle Night Commemorative Vigil that was held in remembrance and honor of Papua New Guinea's founding father, late Grand Chief Sir Michael Thomas ToPalangat Somare. Prime Minister Marape spoke of the late Grand Chief 's leadership and describe Somare as a one of a kind leader adding that he was a great man of this country, just like Mandela was for South Africa, Ghandi was for India and Abraham Lincoln was for the United States of America. "May God Bless Somare. He brought Independence to this country and was a great leader of this nation." Marape acknowledged Dulcianna Somare-Brash, who was at the event on her family's behalf to witness and leave words of tribute from the family. The Prime Minister was grateful for the words of encouragement from one of our nation's senior statesman, Sir Moi Avei, KBE telling the people to stand united as a nation in these times. "Sir Moi, you still have the hope, I still have the hope." "Much work remains ahead of us; unemployment, education, people in this nation are not doing anything productive except lawlessness." "These are challenges that are before us today that we face, but let us rise up and for his third anniversary, respect the law that Somare has set for us." Meanwhile the Prime Minister was honoured to be at the event as he thanked the people, the diplomatic community, his ministers that were there, for being at the event and Governor Powes Parkop for hosting this Commemorative vigil.

In a concerning development, a helicopter pilot, along with technicians, have been abducted in Hela Province, Papua New Guinea. The incident took place at a remote telecommunications site, with the victims being taken at gunpoint by a group driven by certain issues. According to Commissioner of Police David Manning, the abduction occurred during a scheduled stop near Mt Sisa, Tari. He said the pilot and passengers were taken at gunpoint by an issue-motivated group while the helicopter was undertaking a scheduled stop in the vicinity of Mt Sisa, Tari, this afternoon. The motive behind the abduction appears to be linked to a compensation claim, with demands being communicated by the group. Despite being held captive, reports suggest that the three captives, including an Australian pilot and two Papua New Guinean sub-contractors, have not sustained any injuries. Negotiations with the assailants are currently underway, with law enforcement authorities closing in on the area. Commissioner Manning emphasized that police personnel are authorized to use lethal force if the kidnappers fail to comply with directives. "This is not the first time we have dealt with this type of criminal in the area, and in the past, the kidnappers have been killed, and if that is what it takes to bring this situation to a successful conclusion and free the captives, so be it." Efforts to resolve the situation are being coordinated with local stakeholders, including landowners, leaders, and village auxiliary police, in conjunction with police command. Joint security force operations, supported by aviation assistance from the private sector, are currently ongoing. Manning stressed that due to the evolving nature of the security operation, public commentary will be restricted to essential updates. Additional information will be disclosed once the situation has been resolved or as necessary. This latest news just adds to recent rise in violence and law and order issues in the country, which Prime Minister James Marape has vowed to tackle through strategic plans which include a Aus $200 million dollar deal with Australia to boost security, law enforcement and improve the justice system. It also happens as the nation commemorates the third anniversary of the passing of PNG's founding father, the late Grand Chief Sir Michael Somare.

East Sepik Province marks the third Anniversary of Sir Michael Somare's death amid strict security. On the third anniversary of the late Sir Michael Somare's demise, East Sepik Province honored his enduring legacy in a moving ceremony conducted at the hallowed Sir Michael Somare Stadium. At the meeting, which was put on with the help of many businesses, including Kroton, locals reflected on Sir Michael's significant influence as a leader in the province and throughout Papua New Guinea. The ceremony's main focus is honoring Sir Michael's life and his noteworthy contributions to his family, the province, and the country. A band of musicians performed as the crowd, which included both natives and young people, gathered to celebrate the founding father in an environment of respect and devotion. Even though there were anticipated to be some minor disruptions, security protocols were strictly adhered to in order to guarantee the event's safety and peace. PPC Chris Tamari promised the public that they would uphold the rule of law and maintain order. "While we anticipate potential challenges, we are well-prepared to handle any issues that may arise." Police are yet to disclose if more officers have been added to the list of those currently being investigated over the Black Wednesday (January 10th) events. According to Police Commissioner David Manning earlier this month, fifty individuals were undergoing internal disciplinary charges. One of those include the president of the Police Association, who is also facing criminal charges. PNGHAUSBUNG spoke with NCD Metropolitan Superintendent Silva Sika regarding the progress of investigations. He stressed that investigations are ongoing, so information will not be disclosed as yet. NCD police boss said the case was given to Police Headquarters who sanctioned investigators to carry out the investigations. He would not say if more officers were also being investigated from the initial 50 disclosed by the police commissioner. On January 10th what is now formally known to Papua New Guinea as “Black Wednesday” or dubbed by Prime Minister James Marape as “Ugly Wednesday”, the Police force went on strike over pay concerns and the country faced massive lootings especially in the Nation’s Capital where businesses were looted and burnt down. This week. the Prime Minister announced that the Cabinet has approved a K270 million package to assist affected businesses in the country based on a qualified criteria.

National Capital District (NCD) Provincial Health Authority (PHA) recently swore in ten newly appointed Board members at the National Department of Health (NDoH) Headquarters at Aopi Centre in Port Moresby. Members of the board included Chairman Mr. Daniel Waswas, Deputy Chairman Mr. Hubert Namani, Dr. Dora Lenturut-Kata representing the NDoH, Mr. Yiannis Nicolaou, Mr. Justin Tan, Reverend Mr. Jacob Kila, Ms. Dika Toua, Ms. Mirriam Dogimab, Dr. Luke Anthony and NCD City Manager and ex-officio member, Mr. Ravu Frank. Two members of the new board – Ms. Toua and Rev. Kila - were not present on this occasion. The swearing-in ceremony was witnessed by senior management of NDoH, the NDoH legal team, NCD PHA CEO Dr. Steven Yennie, and directors and staff of the NCD PHA. This is the second NCD PHA Governance Board after a three-year tenure for the initial and first board, ended in December 2022. Members of this new board will also serve for a term of three years. The PHA board’s role is to provide governance oversight and direction to the CEO and the management team to oversee all health service delivery in the National Capital District, including Motu Koita. Health Minister Dr. Lino Tom congratulated and welcomed the new board on behalf of the Health Ministry and Department while emphasizing the need for good governance. Dr. Lino said scarcity of resources is a universal problem including here in PNG and even in Australia, but good governance makes the difference. “If you can spend those scarce resources in areas of need, then the impact you will get will be far greater than spending resources in areas that are not needed. One of the reforms that we are trying to bring is to have good governance in place.” Dr. Lino stated that the PHA system is a new concept and there are still doubts and complaints about PHAs and their functions including in Cabinet, stating that a significant number of leaders believe that PHAs are not working in the country. “The challenge is quite daunting for me to try to explain to non-medical people about the importance of PHAs and that the PHA structure has been put in place after extensive research into that space.” "It’s quite difficult to convince people. It will make my job easier if we start having PHAs functioning as they ultimately should,” he said. “What I’m advocating in Parliament is that when you have good board members, when you have a functional and competent board, PHAs should work, because basically, the mechanism oversight is that the PHA respond to the board and in the PHA system now, the oversight mechanism is the board. If the board is not functional, it’s quite difficult to realize the dreams we have in the health plan.” “We have a very competent board here,” said the Health Minister. Meanwhile, Dr. Lino reminded the new board that it is important to work with local leaders because nothing gets done without them. He directed this message to all PHAs around the country – to work with their local leaders. “My challenge for you is to work with your leaders." "They have to be part of your team so that they can advocate for you in terms of funding, and they will advocate for you for special projects in Parliament." "This is my message for a good and competent board for all PHAs in the country.”

Prime Minister James Marape will be referring the mover and the seconder of the motion on the Vote of No Confidence in the Prime Minister to the Parliamentary Privileges Committee to investigate reports of forgery of signatures in the motion. He expressed concerns that some politicians' signatures were used without their permission in the motion filed on February 14 and February 20. Marape condemned the alleged forgery, stating that it's "absolutely wrong" and reminiscent of past government fraud. “Leaders are coming out stating that their signatures have been used without their consent.” “I will be asking the Parliamentary Privileges Committee to ask the mover and the seconder of the motion as to how they procured the signatures of those who signed the Motion on Vote of No Confidence.” “It looks as if somebody is cutting and pasting these signatures and filling in names.” “This is absolutely wrong! This level of deceit must be condemned in the strongest terms.” He warned against those who break the law lecturing others about it and emphasized the importance of following proper procedures for changing the government. “To change government, there is a process and a set of procedures to follow. Follow the law.” “Certain leaders have voiced they have not signed both motions the Opposition has filed. I am very concerned at this news.” “As Prime Minister, I do not tolerate people who abuse the process, especially those who claim to be the ‘alternate government’ who want to fight for our people’s rights.” Marape also hinted at involving the Ombudsman in the matter due to the severity of the forgery allegations. He urged the public to be wary, stating that some politicians may change their words but not their actions. Despite sympathizing with East Sepik Governor and Opposition’s nominated Alternative Prime Minister Allan Bird, Marape made it clear that he knows the main instigators behind the motion.

The people of Central province view the hasty execution of the Connect PNG Programme as having potential risks of trespassing by vagrants from other parts of the country, which prompted the Governor to call for stronger border control measures. Governor for Central Province, Ms. Rufina Peter stressed that the Vagrancy Act is no longer adequate to effectively address issues of urban migration and the deteriorating law and order situation. Instead, she said management and border control is essential and needs a comprehensive approach to addressing these pressing and volatile issues. Governor Peter in a statement said that the recent violent killings in the Highlands Region highlights the urgent need for a new National Security Strategy, including the installation of high-tech boom gates for multiple services. "To enhance border security in Central province, the Provincial Executive Council has taken the first vital step to commit funds for the feasibility study to determine the appropriate infrastructure for the types of risks, and the corresponding border control and management measures including socioeconomic and environmental aspects of the border area development," said the governor. “The Central Provincial Government in turn seeks funding support and other requisite resources from the National Government, International Donors and the Resource Developers to strengthen and fortify border security in Central province.” Moreover, the implementation of a rigorous border control system in Central remains a topmost priority to safeguard the safety and security for her people and the broader region, which includes NCD and the Southern Region. “As we progress with the Connect PNG programme, it is incumbent upon Central province, under my leadership, to elevate its strategic and operational security and risk management measures.” In addition, she said it is essential to underscore the need for proactive engagement with neighbouring provinces and national security agencies to collectively strengthen the border control measures. She stated that collaborative efforts will be pivotal as the provincial government works to enforce a unified approach to border security and mitigate the potential risks posed by the rapid developments in the region. “I am committed to spearheading a multi-faceted initiative that encompasses not only legislative and policy reforms, but also the enhancement of border control and management infrastructure and the deployment of well-trained personnel to patrol with appropriate technology to safeguard our borders,” she said. “By doing so, we aim to create a secure and stable environment that fosters prosperity and uphold the rule of law for the benefit of all who call Central province home.”

The National Flag Carrier- Air Niugini has come out to say that it is working to restore normal operations across its domestic network following the cancelations of flights this morning due to the bad weather. Air Niugini’s Corporate Communications Department has announced in a statement that due to the unpleasant weather this morning, restoration of services have been hampered in Port Moresby. “Air Niugini flights are not grounded, but services have been delayed and will be restored and resolved in a timely manner. Again, we thank our valued passengers and traveling public for their patience.” Air Niugini has again reassured members of the traveling public that issues around jet fuel supply are being appropriately contained, contrary to what is being communicated across various social media platforms. In an effort to bolster cancer treatment services at Morobe Provincial Hospital, Kumul Petroleum Holdings Limited (KPHL) has announced that proceeds from its upcoming charity golf tournament will be allocated towards the acquisition of much-needed cancer drugs. Marlcom Negints, the Community Affairs Manager of KPHL, revealed this significant initiative, highlighting the success of last year's event which raised over K368, 000. Negints expressed gratitude for the overwhelming support received from participants and sponsors, noting that the funds raised last year enabled the procurement of essential drugs for the cancer treatment facility. Despite the substantial amount collected, there remains a surplus of K70, 000, emphasizing the ongoing need for financial assistance in securing costly cancer medications.  The charity golf tournament, scheduled to commence on March 1st, holds promise for further bolstering the fundraising balance. Additionally, Negints emphasized Kumul Petroleum's involvement in facilitating the importation of a cobalt-60 source, crucial for advancing cancer care infrastructure. Supported by a K15 million financial commitment from Kumul Petroleum under a memorandum of understanding signed in 2020, this initiative aims to enhance cancer treatment capabilities, including the recruitment of oncologists. David Wissink, the Board Chairman of Morobe Provincial Health Authority (PHA), provided insight into the progress of cancer treatment initiatives, highlighting significant advancements made since the signing of the Memorandum of Understanding (MoU) several years ago. Wissink stressed the organization's commitment to refurbishing and optimizing existing equipment to ensure essential radiation therapy is accessible to individuals in need. While chemotherapy drugs pose a significant financial burden due to their high costs, Dr. Kipas Binga, CEO of Morobe PHA, expressed gratitude for Kumul Petroleum's timely assistance in purchasing these medications. Acknowledging the invaluable support from Kumul Petroleum, Dr. Binga highlighted the importance of collaborative efforts between public and private entities in addressing the challenges associated with cancer care. The K15 million MoU between Morobe PHA and Kumul Petroleum, initially spanning three years, has been extended to further support cancer treatment initiatives. Dr. Binga affirmed Morobe PHA's commitment to ensuring the timely restoration of radiation services by the end of March, utilizing the remaining funding effectively to enhance healthcare outcomes for the community.

The Pacific Island Centre in Tokyo and the Papua New Guinea (PNG) Investment Promotion Authority (IPA) have coordinated a mission to allow a delegate of 50 Japanese investors to explore business opportunities in the sectors of energy, infrastructure, tourism and agriculture. PNG continues to attract investors into the country because of its diverse natural resources, despite recent unfortunate but “one-off” events. The IPA organizes many programs including the visit by the Japanese Investors since last year to bring Foreign Direct Investment into the Country. The visit will involve a two-day business forum at the Stanley hotel on February 28th and the 29th, with the aim to strengthen cooperation in the areas of trade, investment, and tourism between PNG and Japan through possible matchmaking discussions on (Business to Business) B2B, (Business to Government) B2G as well as (Government to Government) G2G, by studying and establish the needs of local companies in PNG. IPA Managing Director, Mr. Clarence Hoot stressed that with the confidence hesitation drawn from the unfortunate chaos on 10th January 2024, IPA prepared this program to show the rest of the world that PNG remains a good investment destination. “We want to regain confidence in investors and demonstrate that PNG is open for business,” said Mr. Hoot. One of the IPA’s key programs over the years has been to facilitate investments in the country while at the same time promoting PNG as an attractive country given its natural resource endowments and diverse industrial potentials; however, a key setback continues to be the law and order concerns. “Even though such problems are common throughout the world, and occur just occasionally, security is one of the costs that investors unfortunately have to incur as part of their operational costs to ensure that their businesses are protected and secured.” In issuing the statement, Mr. Hoot also gave his confidence to other relevant heads of government agencies involved in promoting PNG, saying that although challenging situations arise, the people and the companies operating in the country have become resilient and continue to recover, rebuild and diversify doing business in Papua New Guinea and move on into the future. Meanwhile, Mr. Hoot said the overall theme of the mission is: Co-creation by the Japanese and PNG private sectors for a balanced promotion of various industries that contribute to sustainable economic development in PNG.

The Rabaul and Gazelle Districts in East New Britain (ENB) have taken a collaborative approach to addressing law and order in their communities. The two districts in a joint statement announced that they have joined forces to confront the escalating law and order issues within their borders along the North Coast Road (NCR). There have been surges in criminal activities in recent months, included attempted hold-ups of public motor vehicles (PMVs) traversing the NCR, community fights, and unsettling incidents of harassment directed at women and young female students that have raised concerns. A recent attack on the Rabaul district staff at the district headquarters of Kurakakaul located between Iawakaka ward of Rabaul district and Kuraip ward of Gazelle district, has put added pressure on the current situation. Recognizing the urgent need for a collaborative approach involving both districts, a joint meeting was conducted at the Rabaul District Headquarters to come up with strategies on addressing the issues. The joint law and order meeting was attended by Rabaul Acting District Administrator, Gazelle District Administrator, Rabaul Police Station Commander including some ward members, and their ward development committees. In his opening remarks, the Acting Rabaul District Administrator Freddy Lemeki stressed on the importance of creating a good relationship with the neighbouring communities and working together with Gazelle district leaders in creating a safer community. “Addressing Law and Order issues in our communities is everyone’s’ business and we must take ownership of it.” He further highlighted that neighbouring communities within the Gazelle district access services from Rabaul district and therefore, law and order issues need a unified response from all stakeholders. Also speaking during the meeting was Gazelle District Administrator (on Leave), Mr. Hubert Wangun who emphasized the shared responsibility of safeguarding the Rabaul District administrative office and its services and added that it is crucial for both Gazelle and Rabaul residents, particularly in education and healthcare provisions. Meanwhile, the Rabaul District Police Station Commander, Senior Inspector Matthew Tende also revealed that numerous pending police cases from surrounding communities, they include retrieving illegal firearms, homebrew cylinders, and police uniforms through a comprehensive police operation. He urged the community's full cooperation through active participation in community policing efforts and emphasized the importance of identifying and reporting illegal activities within their neighbourhoods.
