RELIEF SUPPLIES NOT REACHING FLOOD AFFECTED VILLAGES
Flood affected people in Villages in the Aroma LLG of Abau District in the Central Province, have not received relief supplies and funds.
Floods hit the area, affecting the livelihood of villages, as their food sources were destroyed and their water supplies contaminated.
Flooded roads as well, severely impacted PMV operations and limited or completely stopped services to the villages.
From reports, Amazon Bay was allocated K30, 000, Cloudy Bay K30, 000 and Aroma Coast K60, 000 to purchase relief food items.
A number of Ward Councilors have now come forward to express their dissatisfactions at the relief supplies they had received.
Ward 7 Member representing Waiori Village, Leva Vali stated that he received an estimated K2, 000 worth of store goods from the China shop at Kupiano station as organized by the Abau DDA.
“I have a population of 3,000 people and received 10 bales of rice, 10 cartons biscuits and 10 cartons noodles. You do the math and see how much each person or household will receive. This is totally a waste of funds,”
Mr. Vali said. Ward 2 Member representing Viriolo village, Ila Pat Ila’ava stated he never received any goods as he was told his relief supplies were picked up by other villagers without his consent and that the supplies did not reach the village.
A disappointed Ila’ava stated that in future such relief supplies must be coordinated transparently because the end result is that our people are suffering.
Ward 10 Member representing Kelerakwa village, Albert Gima stating that the food supplies received were not enough.
“I received 10 bales of rice, 10 cartons biscuits and 10 cartons noodles and I have a population of 2,000 plus people.”
“Many people have missed out and are complaining to me.”
“Let’s be realistic when doing distribution. We at the Ward level feel the real effect of this disaster and know what our villagers are going through at this point in time.”
“Our water wells are under water, our food gardens are under water and most importantly our road access is cut off and currently we are using the main highway via Kupiano and that’s with an additional cost,” said Mr. Gima.
The same sentiments were shared by Ward 16 Member representing Maopa No 2 village, Ravu Vali.
He strongly stated that elected leaders for every community must be consulted as primary point of contact for accurate damage reports.
“This damage assessment approach must be collective, coordinated and consultative bottom-up process in order to capture accuracy and extent of the damage coverage.”
“The tireless efforts of the Ward members in most cases or if not, all cases are overlooked or neglected.”
“We live with the people in the communities and better understand them or suffer together with the silent majority of the rural population.”
“We become political slaves of our provincial and national government ignorance. All sectors including education, health, transport and business need urgent assistance. It’s a month now and the government has not visited us,” Mr. Vali said.
All the Ward Councilors collectively queried if there is a plan and strategy in the Disaster relief co-ordination.
They claim that they have seen reports of the Provincial Government requesting for K85 million from the National Government with disaster relief but these funds seemed to have not tricked down to the Ward Level and it is also a concern that they have not spoken with any disaster officers from either the Provincial Government or the district.
They are now calling on the Central Provincial Government and the Abau District Authority to explain how this disaster relief is being coordinated so as to ensure that the people of Abau receive the full benefit of the relief.

RESOURCE OWNERSHIPS MUST GO TO LOs| SIR J
New Ireland Governor Sir Julius Chan has proposed the ownership of minerals, oil and gas be transferred to the landowners that own the land.
He made this proposal when speaking to students at the University of Papua New Guinea recently, where he reinforced his thoughts on Resource Ownership, Autonomy and highlighting a number of Private member’s bills to be presented to parliament in the near future.
Sir J said most of the resource projects in the country have failed because they have not improved the lives of ordinary Papua New Guineans.
And this is because under the Mining Act 1992 the state owns all minerals contained in any water and lying on any land in Papua New Guinea.
He further stated the Oil and Gas Act 1998 also makes a similar declaration in respect to oil and gas reserves throughout PNG.
Sir J supported his stance by quoting from member of the early house of Assembly Percy Chatterton.
“The principle of State ownership is a figment of the imagination." "No such principle exists." "Under the common law of England we are told minerals belong to the owner of the land under which they are found."
"State ownership of minerals violates both traditional PNG Law and British common law.”
Sir J agreed that the state has stolen the people’s resources, gives it away to foreign companies and then buys it back at exorbitant prices.
“The state cedes exploration and production rights to foreign companies for next to nothing."
"Insignificant license fees are charged, often as little as K10,000 and royalties of 2% are levied."
"But for this pittance the foreign developer gets full control of all the wealth that can be taken from the ground."
"When a Mining Lease is granted, the company is effectively given ownership of all the minerals in the ground covered by the lease.”
He added that change in the resource law goes hand in hand with the introduction of the Autonomy law, empowering the Provinces to have greater control over their own resources.
Over the last two decades the New Ireland and East New Britain Provincial Governments have pursued Autonomy of the highest kind for their Provinces with a view to enhancing unity for Papua New Guinea.
This belief is captured in the East New Britain Palavat Document and the New Ireland Declaration, previously known as the Malagan Declaration, then Malagan Declaration Forward and the New Ireland Declaration.
In recent years the Enga Provincial Government joined the East New Britain and New Ireland Provinces.
The concept of Autonomy envisaged by our three Provinces is about sharing of powers and functions between the National Government and the Provinces and allows the Provinces to remain as an integral part of Papua New Guinea and to share the burden and the cost of Governing the country, through the sharing of wealth, grants and aid with the Government.

POLICE CONCERNED OVER MURDERS IN NCD.
Port Moresby City has seen an increase in murder cases in the month of June, as was reported by the NCD & Central Commander and Assistant Commissioner Anthony Wagambie Jnr.
A total of 4 murder cases have been reported in the city since 1st of June.
The NCD & Central Commander relayed this information while condemning the brutal murder of a Goilala man at Manu Auto-port information market recently.
The victim was chased and slashed to death along the road.
ACP Wagambie said one of several suspects from Hela province was arrested and detained over this killing.
ACP Wagambie said the killing of two women on separate occasions in the city and the brutal murder of a male student attending Port Moresby Technical College at the height of the recent Gabi unrest, were intolerable.
He said the two women killed include a Chinese national who was gunned downed by criminals during a robbery at Hohola on June 6 and a PNG woman who was allegedly bashed to death by her husband, who is a soldier.
He said NCD Metropolitan police are investigating the robbery and death of the Chinese woman and have arrested and detained the soldier involved in the murder of his wife.
Several suspects of the murdered Pom-Tech student have also been arrested and are now in Police custody.
Wagambie said the police are doing everything in their power to stop the violence in the communities, but they need the support from city residents and for people in the community to respect the rule of law and for people not take the law into their own hands.
"I am calling on the leaders in all sectors of the community and our young people as well to address law and order issues in their own capacity and within their own communities.”
"All of us, (police and stakeholders) are vested with the responsibility of ensuring that our community is safe and free from crime and violence.”
“We can reduce crime and violence, if we work together and promote peace and harmony in the community, through mutual understanding, trust and partnership.”
The Commander has added that investigations into the four killings are ongoing.

WABAG UNREST ALLEGEDLY SPILLS OVER TO PORT MORESBY
Police at Gordons contained fighting at the 8 mile in the National Capital District that is alleged to be a spillover from the recent unrest in the Enga Province.
Gordons Police Station Commander (PSC), Senior Inspector Gabriel Kini says he and his men were stationed at the 8 Mile Settlement yesterday afternoon and into the evening and they were able to bring the situation under control.
PSC Kini said that ATS, 9 Mile & the Wildlife Settlement, as well Makana’s Morobe Block, continue to be hot spots for criminal activities.
Apart from that, SIP Kini said that his command and especially around the Gordons Market area, continues to experience the usual petty criminal activities.
There were also reports of some trouble this morning at Gordons Market, which PSC Kini will update later today once reports are compiled.

LAE TENNIS CLUB HOSTED SUCCESSFUL MAJOR TOURNAMENT
The Lae Tennis Club in Morobe Province hosted an impressive Panamex Lae Tennis Open, the club’s major tournament.
This is the second year that the club’s major tournament was hosted.
The President of the Lae Tennis Club, Mr. Glynn Cabasug said the total registrations for the tournament this year hit 56 total number of players, compared to last year’s figure of 37 players.
President Cabasug made a special mention to legends of the game George Barakat from Lae and Vikam Tikari.
“This tournament provided an opportunity for these top players to share their talents and showcase their tennis skills to our Lae community (and visiting Goroka team), especially to all the juniors.”
The tournament also saw for the first time the use of the Tournament Software, which is currently being used in tournaments at POMRC and around the world.
“This online software provides the ability to update scores real-time, so that match results and schedules could be checked online by players, friends and family anytime, anywhere.”
The President also extended a word of thanks to PNG Tennis / Barbara Stubbings for providing access to the software and to POMRC Tennis Competition Coordinator Mr. Eddie Mera, for assisting the Lae team to learn and use the software for the first time.
Panamax also arranged for the High Performance to be at the LTC during the tournament.
“This was a first for the HPT to be here at the LTC and they provided much needed pre-match and post-match massages, warmups, cool downs, to prevent unwanted injuries for our players.”
This year, the Doubles Open Event was added to the tournament with the hopes of providing more incentives for visitors to participate in the tournament with the possibility of more matches.
“The Doubles was an instant hit, and we needed to cut 7 pairs off from the total list of entries due to time constraints, but prioritized pairs consisting of visitors, adults only participating in the Doubles event, and top juniors.," he said.
"We maintained a complete 16-Draw and left the Doubles Finals as the very last match before the Presentation, to provide an exciting display of fast rallies and quick hands at the net.”
Cabasug said the change in public holiday affected their original plan for the tournament but added that it turned out well in the end.
He sent a big word of thanks to the naming sponsors for the tournament, Panamax Pacific (PNG) Ltd, Minor Sponsors, the Lae Golf Club, the President of the Lae Chamber of Commerce, President of PNG Tennis, Junior Tennis Initiative (JTI) Coordinator for PNG, POMRC Tennis Director, the High Performance Team and all the registered players who competed in the tournament, as well as supporters and volunteers, for pulling off an excellent weekend of tennis.

KIDNAPPERS WILL STILL BE CAUGHT
Police Commissioner David Manning said they will do everything in their power, to address the new and emerging crime of kidnap and asking for ransom, as it is a threat to PNG’s National security and safety and must be stopped from setting roots at all costs.
He said this as part of a strong message to criminals involved in the recent kidnapping in Walagu, near Mt Bosavi in the Southern Highlands Province.
“You can run but you cannot hide!” He said the criminals and their associates are being identified and that it was only a matter of time before they care brought to account for their evil actions.
“As I have said in an early statement, there is no time limit to our investigation. We will continue until every last criminal and their associates are brought to justice. This new and emerging crime is a threat to our national security and safety and must be stopped from setting roots at all cost.”
Commissioner Manning said policemen have continued investigations since the first kidnapping of the Australian academic and his PNG counterparts.
“We have now established that there are communication links between these criminals and various prominent district, provincial and national leaders.We will be interested in questioning them as to how the leaders know these criminals and why they were communicating with them.”
“We have also identified individuals aiding the fugitives responsible for abductions in Bosavi and they will be arrested and charged as well. Several people, including some local elected representatives, have already been identified and will be brought in for questioning and arrest.
“Kidnappers and their associates are domestic terrorists who ruin lives and cause communities to live in fear, especially in such isolated areas.
“Regardless of whether they held a weapon or tried to hinder law enforcement, domestic terrorists will be rounded up and face the consequences of their actions. He said there is a high level of community support as local people have had enough.
Mr Manning said personnel and equipment from the PNGDF have been deployed as part of the effort and taking part in the joint operation. Additional resources are being made available.
He added that the evolving information and communications technology capacity of the RPNGC and other government agencies has also been successful in strengthening the operation.
“Through the effective use of evolving communications technologies, we are even more effective in tracking the movement and exchange of information between these criminals and their associates. We will be getting an unmanned aerial vehicle (UAV) to assist in carrying out surveillance within the area as well.”
Mr Manning said police and members of the PNG Defence Force are currently on the ground in the area and will remain until the threat is eliminated.
Also, Deputy Police Commissioner for Regional Operations, Dr Philip Mitna, has recently returned from the area of interest to maintain an overall appreciation of the situation and what is required to tackle the threat.
“We extracted all the victims in the recent kidnapping and supported them with their medical needs, counseling and other assistance required by the victims. We are now also assisting them get the professional help required to enable them to recover from the acts of violence perpetrated against them.
“From the government side, Police and the PNG Defence Force are on the ground assisting the victims and their families deal with what had happened,” Mr. Manning said.

DIGICEL PNG STAFF PARTICIPATE IN INTERNATIONAL CHANGEMAKERS WEEK
Digicel staff had an opportunity to give back to their communities through volunteering, as part of its Live Love Learn (3L) Program for the International Changemakers Week recently.
In conjunction with Team International, Digicel Foundation organized 5 events where almost 140 Digicel PNG staff participated.
The 5 events included;
1. Cleaning and repainting classrooms at Sevese Morea Primary School
2. Cleaning and repainting and Cheshire Disability Services in NCD.
3. Refurbishment of a mini library and book donation for Situm Primary School in Lae.
4. Donation of baby bundles to Waniati Maternal Waiting Home in Goroka.
5. Donation of toiletries to Mt. Hagen General Hospital in Western Highlands Province.
These are part of the 45 volunteer events coordinated by Telstra across 30 locations in Asia, Oceania, Europe and Americas.
In Port Moresby, a total of 100 staff were involved in cleaning and repainting of the Digicel Foundation donated classrooms at Sevese Morea Primary School and at the Cheshire Disability Services.
In Lae Morobe Province, 21 staff refurbished a storage shed at Situm Primary School, transforming it into a mini library.
Digicel PNG staff in Mt Hagen donated toiletries to the Labor Ward at the Mt. Hagen General Hospital and was witnessed by the WHPHA CEO Jane Holden.
And in Eastern Highlands Province, Digicel PNG staff in Goroka donated baby bundles for the expecting mothers accommodated at Waniati Maternal Waiting Home during their visit.

ELPHICK APPOINTED NEW NCSL CHAIRMAN
The Nasfund Contributors Savings and Loan (ncsl) Board has appointed Mr. Christopher Elphick as Chairman, succeeding Ian Tarutia.
As part of the Board’s succession plan, Mr. Tarutia who is the Board’s inaugural Chairman, nominated Mr. Elphick to lead the board.
Mr. Tarutia has made remarkable contributions during his tenure at ncsl and will remain as a director.
Under his guidance, ncsl became the largest Savings and Loan Society in Papua New Guinea by membership size.
Mr. Tarutia will continue to share his experience and important institutional knowledge with the Board.
Mr. Elphick brings a solid leadership background to the role.
A successful member of the Business Community, and a graduate of the Nasfund Trainee Directors Program, Elphick was the recipient of the prestigious PNGID Young Director of the Year Award.

KARKAR ISLAND IS TRUKAI'S 1ST TRAINED IRRIGATED RICE FARMER
Bob Lango from Karkar Island in Madang is the first rice to be trained as an Irrigated Rice Farmer under Trukai Industries Smart Farmer Program.
Lango was among 105 local rice farmers who attended the Smart Farmer Program at the PNG University of Technology earlier this year and have completed their final assessment.
They will be presented with a certificate in Irrigated Rice Farming later this year. Lango was grateful to be a part of the Smart Farmer Program and thanked Trukai Industries for its extensive agriculture program.
“In my opinion, Trukai is more than just rice because the training that I had undergone has enhanced my skills in cultivating my rice which means I can now venture into a small holder business and help to sustain my family with our everyday needs.”
He dedicated three hectares of his land to rice farming and is enthusiastic to encourage more farmers on his island to sign up for the Smart Farmer Program.
Trukai Industries’ Rice Development Manager, Aina Davis said that the module in the training is designed for local farmers to become small holder farmers then transition into semi commercial and commercial farmers.
“The Smart Farmer Program focuses on the basics of irrigated rice farming and is for farmers of all levels from elementary to commercial base farmers,” said Davis.
Davis also added, that in addition to providing training to the farmers, Trukai also provides essential materials to encourage the rice farmers to grow complete their final assessment to obtain their certificate.
“We provide the farmers with rice seeds, Fertilizers and technical guidance ensuring that they meet the requirement to become fully certified irrigated rice farmers.”
Trukai Industries’ Chief Executive Officer, Alan Preston said the company is committed to promoting local rice farming.
“Our partnerships with tertiary institutions like the PNG University of Technology and the Pacific Adventist University demonstrates Trukai Industries’ support for local farmers and therefore is our contribution towards rice development in PNG.”

DDA WATCH WEBSITE LAUNCHED
District Development Authorities (DDAS) were created in 2014 and this year, DDAs will be responsible for spending almost K2 billion in government grants.
Community advocacy organization ACT NOW! said there is very little information is available to the public on how those taxpayer monies are used.
They are now trying to address this issue with the launching of a new website www.ddawatch.org to promote transparency and accountability in how government funds are used across all 94 districts in Papua New Guinea.
The DDA Watch website will provide the general public, officials and academics with impartial and non-partisan information on the work of each District Development Authority, with the ultimate aim of helping to improve the quality of local infrastructure and service delivery.
ACTNOW! Campaign Manager Eddie Tanago said since the DDAs were created they have become a bit of a financial black hole.
“Every year the government has poured more and more money into the Authorities but the information on how the money is spent is almost impossible to find.”
ACT NOW! says that institutions like the Department of Implementation and Rural Development (DIRD) and the Auditor General struggle to track and verify the spending because of the sheer number of Districts involved and the lack of easy access.
The districts also struggle to maintain effective communication and provide access to information. ACT NOW! says these are areas where the new website will help them.
“DDA Watch will help the districts to inform their constituents about their projects, plans and spending and will allow officials to see who is doing a good job and where support might need to be targeted."
The website will provide contact details for each DDA and allow the Authority’s to make available copies of their development plans, annual budgets and acquittal and inspection reports.
There will also be links to news stories concerning each DDA and its funded projects and will also encourage public participation in a democratic process through social auditing.
The website will allow the public to score the performance of their DDA and to submit comments and photographs on local District projects.
Each DDA will be scored and ranked according to the amount of publicly available information about its work and the views of its constituents.
Each DDA will score a maximum of 70 points if its contact information is up to date and it provides copies of its current development plan, annual budget, acquittal report, a DIRD inspection report and audit report.
Up to 30 points will be awarded to each DDA according to the satisfaction scores submitted by the public, but users will not be able to submit a rating for more than one DDA and will not be able to vote multiple times.
Users’ identities will be kept confidential, and their contact information will not be used for any other purpose.
ACT NOW! is emphasising the website will be completely politically neutral and the information about each District Authority will be presented without any bias, favour, or discrimination.

POLICE COMMENCE INVESTIGATIONS INTO PNG PORTS FRAUD ALLEGATIONS
Police have begun investigations into allegations of fraud and official corruption at the PNG Ports; allegations that were widely reported on through local and international media platforms.
This according to the Commissioner of Police David Manning, who provided that apart from the PNG Ports case, Police formally commenced criminal investigations last month into several transnational economic crimes allegations involving Papua New Guineans and foreigners.
“ABC News and OCCRP allege that former Chief Executive Officers of PNG Ports Corporation, Late Fego Kiniafa and Stanley Alphonse, were bribed by International Container Terminal Services Inc through an Australian, Don Matheson, to win the contract to operate Lae and Motukea Wharfs.”
Commissioner Manning said PNG Ports Corporation awarded the contract to operate the two major wharfs for a term of 25 years to ICTSI at the conclusion of the tedious Public International Tendering Process.
“Prime Minister Hon James Marape, MP, publicly distanced himself and his government from any involvement in the reported allegations and ordered an independent investigation to verify their truthfulness.”
Manning said among other objectives, Police are conducting investigations to establish if Late Fego Kiniafa, Stanley Alphonse, Don Matheson, ICTSI and any other interested parties committed any offences contravening PNG criminal laws.
“This is a complex transnational economic crime investigation. PNG Ports Corporation awarded the contract to operate the two major container wharfs after undergoing a lengthy public international procurement process to the operator which is alleged of official corruption including foreign bribery.”
He went onto explain that these circumstances require Police to also review the entire public tendering process undertaking independently by PNG Ports Corporation to determine whether the contract awarded to ICTSI was done properly and fairly without any form of bias.
“Police understands, based on its preliminary review, that PNG Ports Corporation is one of the best performing State-Owned Entities (SOEs) in the country.”
“It has strong corporate governance, and its board provides excellent oversight over the operations of the company.”
“Police also note that PNG Ports Corporation received substantial financial backing from Asian Development Bank (ADB) and the Australian Government through the Australian Infrastructure Financing Facility for the Pacific (AIFFP).”
Manning said PNG Ports Corporation is the single biggest beneficiary of the AIFFP and it has received approximately K1.21 billion loan and K234 million grant to date.
“It appears that the Lae and Motukea Wharfs that have been funded by ABD and the Government of Australia are currently operated by ICTSI which is alleged to have been involved in fraud as jointly reported by OCCRP and ABC News.”
“It is critically important for the Independent State of Papua New Guinea through the Police as directed by the Prime Minister to conduct proper thorough independent investigation to establish the truthfulness of the allegations and take appropriate actions if required to demonstrate that the government also strongly promotes a zero-tolerance policy on corruption and fraud at large.
“The Police investigation will also clear the defamatory, fraud and administrative allegations hanging over the heads of PNG Ports Corporation’s Board, its former CEOs and contractors, if they have not engaged in any unlawful act.”
The Police Commissioner further said he understands that both the Australian Federal Police and INTERPOL Financial Crime and Anti-Corruption Centre (FCACC) have interests in the same allegations and are conducting their own independent criminal investigation.
“PNG Police has requested for special support from both AFP and INTERPOL FCACC to conduct this complex transnational economic crime investigation outside of PNG.”

The awards were presented by ExxonMobil, the Power Play Awards Papua New Guinea is an external initiative that acknowledges women across all levels of government, local business, and the diverse landowner communities for their contributions to PNG’s LNG industry.
Minister Kua sang all praise for the program, as it highlighted Papua New Guineans for recognition and to encourage them to keep PNG moving forward.

Following the program’s launch in PNG on International Women’s Day on 8 March, an esteemed and independent panel of judges, including Governor of Central Province Rufina Peter, Chairman of Motu Koita Assembly and Deputy Governor of NCD Dadi Toka and Chairman CPL Foundation Sir Mahesh Patel were assembled to review nominations across the three categories of The Rising Star, The Pioneer, and The Ambassador.
Valentina Kaman, MRDC, was named Ambassador for her deep-seated conviction that nation-building is a shared responsibility that underscores her dedication to knowledge and education as mighty tools for unlocking Papua New Guinea’s full potential.
Dr. Janie Mogina, TotalEnergies, was named The Pioneer for her leadership in developing Papua New Guinea first LNG biodiversity offset program, establishing the PNG LNG Project’s environmental program credibility and her work to shape the biodiversity efforts for the country’s second LNG development, the Papua LNG Project.
Jasmine Harrison, Senior Manager, at Placements (PNG), was named the Rising Star for her commitment to contractor workforces across the LNG industry and her passion for removing potential barriers for young Papua New Guineans entering the workforce.
Chairperson and Managing Director at ExxonMobil PNG Tera Shandro in congratulating inaugural recipients of the Best of the Best, stated that through Power Play all of Papua New Guinea can recognise the contributions these women and men make to the LNG industry and the country.

“The diversity of our Best of the Best and their fellow nominees Stephanie Alopea, Kumul Petroleum Holdings Limited; Sharron Tobby, Hides Energy Services Limited; Jeklin Talonu, National Energy Authority; Kenny Peter, Black Swan International; Jerry Albaniel, JA Video Production; and Jorrindah Ravu, Training Coordinator at Kumul Petroleum Academy, is a testament to the opportunities that the LNG industry offers.

The Best of the Best from the Power Play Awards Papua New Guinea will go on to represent PNG on the international stage in the global Power Play Awards.
If their award entry is successfully shortlisted by judges in the competition’s next round, ExxonMobil PNG will sponsor their attendance to join an exclusive community of Power Players from across the LNG industry at the awards ceremony held during Gastech in Singapore from 5 to 8 September.
