Prime Minister James Marape has come out to defend the integrity of the Independent Commission Against Corruption (ICAC), stating that it will continue to do its mandated duty in fighting corruption in Papua New Guinea (PNG).The prime minister in a statement released today, states that the ICAC is here to stay, making this bold statement following public comments by two suspended Deputy Commissioners of the ICAC, reported on the media recently. Prime Minister Marape said while every citizen — including senior officers of the law — has the right to express opinions, public forums and media statements are not appropriate avenues for discussing ongoing legal and administrative matters. “As a senior officer of the law, the suspended Deputy Commissioner Daniel Baulch should know that due process must be allowed to take its full course,” Prime Minister Marape said. “He remains innocent until proven otherwise by the Judicial Tribunal to be established by the Chief Justice.” The Prime Minister clarified that the suspension and related proceedings involving the ICAC Commissioner and two Deputy Commissioners were conducted strictly under the Organic Law on ICAC, the Constitution, and the Organic Law on the Duties and Responsibilities of Leadership. “This is not a political issue or a government decision — it is a matter arising from allegations and counter-allegations among the three senior officers themselves,” he said. “An administrative inquiry was properly conducted by a competent panel led by the Secretary for the National Judicial Staff Services, with the State Solicitor and the Secretary to the National Executive Council as members.” Prime Minister Marape expressed disappointment with the senior officers of ICAC, who were appointed to lead the fight against corruption but were instead engaged in fighting each other. He added that the suspended officer is free to pursue the matter in court if he feels aggrieved. But the ICAC will remain steadfast. “ICAC was established under my leadership — a vision I revived and legislated in 2020 after decades of inaction,” the Prime Minister said. “Why would I undermine the very institution I helped create? We are strengthening ICAC, not weakening it.” “My government has given ICAC unprecedented support, totaling more than K60 million to date,” Prime Minister Marape stated. “This is a massive show of confidence and political will, yet we are still waiting for them to put a score on the board.” He further clarified that suspended Deputy Commissioner of ICAC Daniel Baulch remains suspended with full pay pending the outcome of the tribunal process.

A Grade 8 student in Madang turned up drunk and slept through his first exam paper on Monday, sparking concern among education authorities and police.Madang Provincial Police Commander, Acting Superintendent Robert Baim, said the student arrived intoxicated and did not attempt to write the paper. “From information received, the boy was drunk when he went to school. He did not write anything but slept through to the end of the exam,” Baim said. He warned that police will take action as teachers no longer feel safe. “Every child is a man. We are not teaching children,” he said. Baim said the incident shows a worrying trend of alcohol abuse among students despite repeated awareness on discipline during exams.

Prime Minister James Marape recently lauded Papua New Guinea's remarkable eco-tourism potential, citing the nation's diverse cultures and pristine natural environments.The Prime Minister, who is also the member for Tari-Pori district in Hela Province, made these comments after meeting with Sir Bob Bates, the legendary owner of Ambua Lodge and Trans Niugini Tours. PM Marape paid tribute to Sir Bob Bates for his four decades of running Ambua Lodge, noting his pivotal role in promoting eco-tourism, creating employment, and fostering harmony between the environment and the people of Hela. Opened in 1985 by Sir Bob Bates, Ambua Lodge is one of PNG's oldest and most renowned eco-tourism destinations. Located just twenty minutes from Tari town within the scenic Ambua Gap, it overlooks the iconic Tari Basin and has become a symbol of Hela's authentic hospitality. Speaking from the lodge, Prime Minister Marape reflected on his childhood in the Tari Valley and the peaceful existence of the lodge with the local community. “Ambua Lodge will celebrate forty years of continuous operation. The same year PNG celebrated fifty years of Independence.” “This place stands as a living testament that hospitality industry and community can coexist and thrive even in places the world sometimes misunderstands.” The Prime Minister emphasized that for four decades, Ambua Lodge has operated without typical security barriers like barbed-wire fences, electric gates, or security walls, maintaining its reputation as a safe haven for visitors. Its thirty boutique bungalows embody the spirit of eco-tourism, demonstrating that harmony between people, culture, and the environment can generate lasting peace and economic benefit. The meeting between PM Marape and Sir Bob Bates was timely, as Sir Bob was also visiting the lodge. The two discussed the future of tourism in Tari, especially in light of new projects like the ground-breaking for the Hela Heritage Hotel. “Forty years ago, who would have thought a lodge like this would open up in the middle of nowhere? Back then, there was no Highlands Highway, just a bush track.” He contrasted this with the present-day modern airport in Tari with regular flights from major airlines. “Unlike the stereotypical perceptions about law and order in our country, Ambua has proven that peace is possible,” the Prime Minister affirmed, noting that tourists from around the world have consistently felt welcome there. The Prime Minister also fondly recalled his youth in 1991, when he worked as a tour guide at Ambua during school holidays, mentioning the spectacular waterfalls and the presence of more than thirteen species of Bird of Paradise that attract international birdwatchers. He paid heartfelt tribute to Sir Bob Bates for his vision and lifelong contribution, commending him for establishing five similar lodges across the country, including: • Bensbach (Western Province) • Karawari (East Sepik) • Malolo Plantation (Madang) • Rondon Ridge (Western Highlands) • Ambua Lodge (Hela) Furthermore, he stressed that the potential for eco-tourism, business, and small enterprises in PNG remains immense, highlighting that long-term expatriates often understand the country’s true character and potential better than those who only hear negative stories. The Kumul Petroleum Holdings Limited (KPHL) Board has welcomed the decision of the National Court on Monday in relation to the cases that had been submitted earlier in the month by suspended KPHL managing director, Mr. Wapu Sonk.Effectively the National Court decision confirms the legal standing of the KPHL Board led by Chairman Gerea Aopi, appointed by Prime Minister James Marape as sole trustee on behalf of the State; the Board’s suspension of Managing Director Wapu Sonk and its appointment of Mr. Luke Liria as Acting Managing Director. The court judgement related to a request for a judicial review of the instrument appointing a chairman and directors of KPHL, made by Prime Minister James Marape as the Trustee of the company, on 10 June 2025, and subsequent court actions since that time. The ruling noted, “the application for leave for judicial review is dismissed as an abuse of court process.” Chairman Gerea Aopi stated, "The Board is pleased with the ruling, and the judgement’s comprehensive analysis and consideration of all the actions taken by various interested parties over the last few months, subsequent to the issue of the appointment instrument.” “This demonstrates the integrity of our civil democratic processes.” Further added that the Board of KPHL is now free to pursue its role in overseeing the activities of this important industry entity, “In doing so, we will hopefully restore public trust in its operations and pursuance of its vision to create value and opportunity from the nation’s petroleum resources for Papua New Guinea and its people.” "Whatever public perceptions or opinion may be, the KPHL Board has always abided by the rule of law, a practice we intend to continue in the coming years of our tenure; to always act in the best interests of KPHL.” said Chairman Aopi. Mr. Aopi further added that going forward, the Board intends to follow normal good governance practice and ensure accountabilities for all KPHL’s actions and activities, including any changes that may be necessary in company management. “This is particularly important at this present time in the lead up to the long-awaited announcement of FID for the Papua LNG Project by TotalEnergies."

Prime Minister James Marape says that quality education is the most important legacy he hopes to leave behind for the children of his Tari-Pori District and the Hela Province.Speaking at the official handover of three new staff houses at the Hope Institute in Tari, the Prime Minister emphasized that wealth and material possessions are temporary, but education has the power to shape the future. “Our plan and aim are to give hope to the children,” Prime Minister Marape said. “They must feel that they are valued and that they can continue to learn and improve their lives through the formal education system.” Prime Minister Marape thanked Hela Governor Philip Undialu and the Hela Provincial Government for supporting Hope Institute, which he described as a "second-chance school" for students who have completed Grades 8, 10, and 12 but did not continue to secondary or tertiary studies. He noted the school had previously been situated on swampy ground, but thanks to recent intervention, the land has been drained and upgraded to allow for proper infrastructure development. “The decision by Governor Undialu and his education division is highly valued and appreciated,” the Prime Minister said. “Thank you for giving us the three staff houses to accommodate our hard-working teachers who are shaping the next generation of good citizens.” The Prime Minister explained that the school’s original buildings had been damaged by a major earthquake. Progress on new infrastructure was also delayed by landownership issues, which have now been resolved. The land is under state ownership, managed by the Tari-Pori District and the Hope Institute administration. With development issues cleared, the Prime Minister confirmed that construction will now begin on new classrooms and additional staff housing, including a four-in-one double classroom funded by the provincial government. Given the school’s location on reclaimed swamp, all future buildings will feature reinforced concrete foundations to withstand earthquakes and other natural disasters. Marape also revealed plans to upgrade Hope Institute into a university-level institution by establishing Hope Polytechnic College, which will cater to Grade 10 and 12 graduates in the region. “Dreams start small, and already there is a big ray of hope at Hope Institute,” the Prime Minister said. “That is my dream for Tari-Pori and Hela Province—to give hope to our children.” Prime Minister Marape also emphasized the importance of discipline, good behaviour, and role modelling in schools. “We want our schools to be non-betel-nut and smoke-free,” he said. “Teachers and staff must be role models—no smoking, no drinking, no betel nut. Our students must be well-mannered, God-fearing and respectful of the law.” The three newly opened staff houses were built by the Hela Provincial Government, with each valued at over K700,000. These prefabricated homes are fully equipped with solar power, gas stoves, washing machines, and white goods, ensuring 24-hour electricity, even during blackouts. They are part of a broader rollout of 50 prefabricated houses procured by the provincial government for essential service workers, with three allocated specifically for Hope Institute staff. Chairman of the Hope Institute School Board, Pastor John Marape, expressed appreciation for the new developments and thanked the provincial and national governments for their intervention. “I thank God for the wisdom He has given to our leaders to look into this school,” Pastor Marape said. He added that teachers have endured many years of hardship and called for an additional 20 staff houses to cater for the entire teaching team. Governor Philip Undialu reaffirmed the provincial government’s commitment to building the promised four-in-one classroom and providing a vehicle for the school’s administrative needs. In his concluding remarks, Prime Minister Marape restated his vision to turn the Hope Institute into a fully-fledged education hub where students can complete their learning journey — from early childhood to tertiary education — within the district. “We want to turn this swamp into a place of learning and transformation—a university one day. From elementary to Grade 12 and onwards to tertiary education, students can complete their entire journey here in Tari at a lower cost to families.” He also encouraged families to consider technical and vocational training as a viable path to success. “As a former Education Minister, I want our young people to learn trade skills. When Hope Polytechnic is built, enroll and learn. Turn your skills into livelihoods.” Marape highlighted the achievements of Hope Institute’s FODE (Flexible Open and Distance Education) students, many of whom have gone on to attend national colleges, universities, and secure employment overseas. “We do not want any child to be left behind. Here at Hope Institute, we give them a second chance and a bright future,” the Prime Minister said. “Together with the Hela Provincial Government, we will make Hope Institute, Hope Polytechnic and one day Hope University a living symbol of our people’s resilience, faith and determination.”

Prime Minister James Marape in a statement this afternoon warmly welcomed the canonization of Saint Peter ToRot, describing it as a historic moment of pride, faith, and inspiration for Papua New Guinea. Speaking after confirmation from the Vatican that Blessed Peter ToRot will be formally proclaimed a saint at a Mass of Canonization in St Peter’s Basilica, Vatican City, Prime Minister Marape said the recognition is a powerful affirmation of PNG’s Christian identity and the missionary spirit that has guided the country for generations. “Peter ToRot was not a priest, not a bishop, nor a leader of worldly power — he was an ordinary Papua New Guinean, a catechist, a father, and a husband who stood firm for truth and faith even in the face of death,” Prime Minister Marape said. “He reminds us that faithfulness is the duty of every Christian — that holiness is not reserved for a few, but is within reach of every man and woman who lives with courage, compassion, and conviction. He lived the Gospel quietly and faithfully — and that is why today he is recognized by the Universal Church.” The Prime Minister said Peter ToRot’s martyrdom during the Second World War continues to resonate deeply with the moral fabric of the nation.

Ten suspects have been arrested by police in Kiunga, North Fly District, for smuggling drugs into the district last month.The suspects were found guilty of trafficking cannabis (marijuana) and have been sentenced to a combined total of 86 years in prison for possession and transportation of the drugs.Police in North Fly confirmed that the group smuggled the drugs into the district via flights from Tari and Western Highlands, as well as through remote bush tracks.The convicted individuals are:¡ Jackson Sandy, 42, from Hagen Central, sentenced to 20 years¡ Peter TaĂĄ, 39, from Wapia village, Hela Province, sentenced to 5 years¡ Brian Albert, 30, from Mamales village, Enga Province, sentenced to 5 years¡ Ben Danis, from Erecta, North Fly, sentenced to 5 years¡ Wilson Joe, 31, from Anglim village, Jiwaka Province, sentenced to 5 years¡ Channel Kini, 27, from Olsobip LLG, North Fly, sentenced to 5 years¡ Ako Immabalu, 24, from Yakulda village, Tari, Hela Province, sentenced to 5 years¡ Alex David, 35, from Handa village, Kagua Erave, Southern Highlands, sentenced to 10 years¡ Angupe Mepin, 26, from Wapia village, Hela Province, sentenced to 16 years¡ Matthew Kumbiako, 34, from Yakalda village, Hela Province, sentenced to 16 yearsAll ten convicts will serve their prison terms at Ningerum Correctional Service in North Fly District. Acting Provincial Police Commander for North Fly Command, Inspector Anjap Minata, said the suspects were caught with the intention to sell the drugs during the Independence celebrations, but quick action by police led to their arrest in Kiunga.“They are locked up for transporting the drugs. They were all arrested and charged under Section 3 (1) (d) of the Dangerous Drugs Act (DDA). The court’s decision underscores the seriousness with which drug-related offences are treated in North Fly Command,” Inspector Minata said. He added that the actions of the individuals have tarnished the name of North Fly and caused fear in the community. â€œThis sentence reflects the seriousness of their crimes and serves as a warning to others not to get involved in illegal activities. We ask the public to help us maintain law and order in the district. Policing is everyone’s business for a safer community,” he said.Meanwhile, police in Kiunga said court proceedings have been affected due to the absence of a District Court Magistrate since last month.They are now calling on relevant authorities in Western Province to urgently reinstate a permanent magistrate to handle ongoing and future cases.

The National Capital District Provincial Health Authority (NCD PHA) has officially launched the second round of the nationwide polio vaccination campaign in the National Capital District and Motu Koita communities.The campaign, which runs from 13th to 31st October, aims to reach the national target of 95% immunisation coverage among children aged 0 to 10 years.In the first round of the campaign earlier this year, NCD PHA successfully vaccinated 133,000 children, achieving a 97.8% coverage rate — a result made possible through the support of partners, health workers, volunteers, and the wider community.NCD PHA Chief Executive Officer, Dr. Robbin Oge, thanked all stakeholders for their efforts and urged families to bring their children forward for vaccination during the second round.“With the continued presence of the poliovirus in Papua New Guinea, it is vital that every child under the age of 10 is vaccinated and protected,” Dr. Oge said.“I assure the public that the polio vaccine is safe, effective, and free. It is our shared responsibility to protect our children’s health and future.”NCD Governor Powes Parkop also commended the health authority’s performance during the first phase and encouraged residents in both NCD and Motu Koita villages to participate fully in the current campaign.Dr. Oge extended his appreciation to Governor Parkop for his continued leadership and support in the health sector. Education Secretary Dr Uke Kombra has clarified that the fee linked to the Special Tertiary Admissions Test (STAT-P) applies only to certain Grade 12 students applying for specific higher education programs, and not to national examinations.Dr Kombra said the fee is solely for the administration of the STAT-P test, which is required by some universities as part of their entry process. “This fee does not apply to the national examinations that are conducted for Grades 8, 10 and 12,” he said. He explained that the fee is not collected by the Department of Education or the Department of Higher Education, Research, Science and Technology (DHERST), but is instead connected to the institutions that have made the STAT-P a condition for admission. “It is very important that all students, parents, and schools understand this is a selective fee,” Dr Kombra said. “Only a minority of students applying to programs that require the STAT-P test will be affected.” Most higher education institutions in Papua New Guinea do not require the STAT-P test, meaning the majority of Grade 12 students will not need to pay any additional fee when applying. The Education Department has urged students to use the official online Application System, which clearly indicates which programs require the STAT-P test. Programs that do not list the test as a requirement will not have any associated fee. The clarification comes amid public concern and confusion regarding examination and application fees for Grade 12 students nationwide.
