PNG, AUSTRALIA PARTNERS STRENGTHEN NATIONAL RESPONSE TO SNAKEBITES
Papua New Guinea and Australia have reaffirmed their commitment to reducing snakebite deaths by strengthening the country's health system and ensuring sustainable, nationally led snakebite management.Representatives from the National Department of Health (NDoH), the Australian High Commission, CSL Seqirus and St John Ambulance PNG met recently for the PNG Snakebite Partnership Annual Meeting to review progress and discuss the future of snakebite care in the country.A key outcome of the meeting was the continued transition of snakebite management into PNG's national health system. The current Memorandum of Agreement between NDoH and CSL Seqirus for the supply of antivenom remains in place until April 2027, providing time to strengthen national systems for a smooth handover.In 2025, the partnership supported the distribution of 560 antivenom vials to high-risk provinces, including Central, Western and the National Capital District, where venomous snakes such as Papuan taipans and death adders are commonly found.This has also expanded access to lifesaving treatment by reaching more than 70 health facilities across 15 provinces while improving the capacity of frontline healthcare workers to manage snakebite cases.Since then, more than 3,000 lives have been saved, with children accounting for around 25 per cent of patients treated, highlighting the significant impact of snakebites on vulnerable communities.St John Ambulance PNG's Dr Arabella Koliwan said snakebites remain a major health threat, particularly in rural and remote areas where access to medical care is often delayed."By strengthening the capacity of health workers and improving community awareness, more lives can be saved.âNational Department of Health representative Dr Dora Lenturut-Katal said the partnership continued to deliver positive results through strong collaboration."We are pleased to see the strong results delivered through the Snakebite Partnership and value the support provided by the Government of Australia, CSL Seqirus and St John Ambulance PNG.""This partnership demonstrates what can be achieved through sustained collaboration and shared commitment to improving health outcomes.".The partnership will continue to focus on maintaining reliable antivenom supplies, building the skills of frontline health workers and expanding community awareness and prevention programs in high-risk areas.Through the PNGâAustralia Snakebite Partnership, Australia is supporting PNG to strengthen its health system, improve access to timely diagnosis and treatment, and reduce preventable snakebite deaths.

DWU LAUNCHES NEW WEBSITE
Divine Word University recently reached a major milestone in its transformation in digital education journey through the launch of its new website on Wednesday, July 1st, 2026 at its Madang Campus.Implemented under the universityâs office of the Vice President for Planning and Development, Mrs. Julie Ruene, through the DWU Marketing Division, this was accomplished in an effort to modernize the institutionâs digital presence as well as strengthen its online presence.Speaking at the launch, DWU President Prof. Fr. Philip Gibbs said the new platform would better display the universities' institutional profile."This new website gives us an opportunity to tell the DWU story more clearlyâa story of quality education, research, community engagement, Christian values, and integral human development.ââIt allows us to share our programs, our achievements, our services, and our hopes for the future."Furthermore, he stated that the University remains committed to innovation and continuous improvement by embracing digital solutions that support teaching, learning, research, and institutional development.On the website development project, DWU Website Development Manager, Apsie Tese, acknowledged the University President and Executive Management for entrusting the project to him and his team â a project that took almost seven months to complete.He acknowledged the previous website team for laying the foundation on which the new platform was built and thanked all DWU campuses, Campus Administrators, Faculties, and content contributors for their collaboration.He also applauded the Information and Communication Technology (ICT) team for providing the infrastructure that enabled the successful implementation of the new system."The launch marks a significant step in the University's journey towards digital transformation. CLRC CALLS ON CITIZENS AND STAKEHOLDERS TO HELP RESHAPE DDA LAWS
The Constitutional and Law Reform Commission (CLRC) has officially launched the Issues Paper for Terms of Reference (TOR) No. 26 â Review of the Laws on the District Development Authorities (DDAs).This launch marks the official commencement of a nationwide review examining the legislative framework that governs DDAs across Papua New Guinea.By outlining the current enabling laws, identifying key operational challenges, and presenting targeted questions, the Issues Paper serves as the foundation for upcoming public consultations aimed at encouraging informed discussions among stakeholders and the wider public.Endorsed and gazette by the Minister for Justice and Attorney General early this year, TOR 26 explicitly tasks the CLRC with inquiring into, reporting on, and recommending systemic development and reforms for PNGâs DDA laws.To ensure its ultimate proposals are both extensive and inclusive, the Commission is reviewing all key pieces of legislation connected to district administration.While Papua New Guinea's decentralized system of government was originally restructured under the Organic Law on Provincial Governments and Local-level Governments in 1995, the specific DDA Act was enacted later in 2014 to strengthen district-level service delivery.The Act has undergone various amendments since then, reflecting continuous efforts to improve local governance and effectiveness.However, following long-standing controversies surrounding the actual performance of DDAs, the CLRC conducted pre-stakeholder engagements alongside comprehensive desktop research to evaluate their true efficacy.The newly launched Issues Paper is the direct culmination of those preliminary discussions and research efforts.Ultimately, TOR 26 aims to determine whether existing laws still effectively support service delivery, accountability, transparency, and good governance in alignment with the nationâs evolving development priorities.Speaking at the launch, CLRC Commissioner Hon. Isi Henry Leonard highlighted the profound importance of the review and underscored the Commission's core mandate in executing this responsibility.âWhere gaps, inconsistencies or weaknesses exist within the current legal framework, it is incumbent upon the Constitutional and Law Reform Commission, as the nationâs mandated law reform agency, to thoroughly investigate these issues and formulate appropriate law reform proposals to strengthen the DDA system.âHe further noted that the review presents a vital opportunity for all stakeholders to contribute toward reinforcing the legal framework for improved service delivery and sustainable development.âHowever, CLRC cannot undertake this important task in isolation.ââMeaningful and lasting reform can only be achieved through broad-based consultation and collaboration with government agencies, provincial administrations, district authorities, civil society organizations, development partners and, most importantly, our people.âIn light of this, the Commission is actively encouraging government agencies, provincial administrations, district authorities, civil society organizations, development partners, and members of the general public to participate in the consultation process by sharing their views and recommendations.As the next step in its established law reform process, the CLRC will soon commence provincial consultations to gauge the perspectives of citizens nationwide, ensuring that its final recommendations regarding TOR 26 are comprehensive, practical, and highly applicable in contemporary Papua New Guinea.

PMJM PRAISES PNG KICKBOXING FEDERATION FOR YOUTH DEVELOPMENT
Prime Minister James Marape praised the Papua New Guinea Kickboxing Federation and its President, former world champion Stanley Nandex, for using sport to transform the lives of young Papua New Guineans through discipline, respect, and positive leadership.Speaking after attending a major national kickboxing tournament at the Taurama Aquatic Centre precinct in Port Moresby, Prime Minister Marape said the event demonstrated the important role sporting organizations play in steering young people away from crime, drugs and other social problems.The tournament brought together male and female kickboxers from across the country, showcasing the growing popularity of the sport and the commitment of hundreds of young athletes.âI am greatly encouraged by what I have witnessed,â Prime Minister Marape said. âWatching these young men and women compete with determination and courage, and then embrace one another with respect after each contest, reminds us that sport is about much more than winning.ââIt teaches discipline, respect, self-control and responsibility throughout our country.ââThese are the very qualities we want to see in our young people as we build a stronger Papua New Guinea.âHe commended Stanley Nandex for his remarkable personal journey, describing him as an inspiring example of how sport can change lives.âStanley Nandex is living proof that your background does not determine your future.ââHe has openly shared that he left school after Grade 6, yet through hard work, discipline, and dedication to kickboxing, he rose to become a world champion.ââMore importantly, after achieving success, he has chosen to give back by mentoring and organizing young- that is true leadership.ââHis life demonstrates that success is not simply about personal achievement, but about lifting others.âPrime Minister Marape said the government wanted to work closely with sporting organizations that were actively engaging young people.âOur government stands ready to partner with sporting organizations that are genuinely investing in our youth.ââWe see sport as an important platform for developing disciplined, responsible and productive citizens.âHe stated that the government intended to integrate youth participating in organized sport into broader national development programmes.âWe want to connect these young people to opportunities beyond the sporting arena.ââParticipants in organized sports can be linked into our Second Chance Education Programme so they can continue their education.ââThey can also access Small and Medium Enterprise (SME) programmes to start businesses or become eligible for Labour Mobility opportunities in Australia and New Zealand.ââWhen young people participate in organized sport, they learn discipline, teamwork, respect for authority and the importance of following rules.ââThese qualities prepare them for success in education, employment and business.âThe Prime Minister stressed that the province and district should encourage and support sporting organizations that were making a positive contribution to youth development.He called on the Ministry of Sports, provincial governments, district administrations, and sporting associations to strengthen partnerships that create more opportunities for young Papua New Guineans.Prime Minister Marape also announced that the government would continue exploring sustainable funding mechanisms to expand grassroots sporting programmes nationwide.âWe will utilize support through the National Gaming Control Board and encourage resource project community development funding, including appropriate allocations from community benefit funds, to help support organized youth sporting programmes across Papua New Guinea.ââOur objective is simple: keep our young people engaged in positive activities, keep them away from drugs, alcohol, crime and other destructive influences, and help them build successful futures.ââSport is not just recreation- it is nation-building. PM WELCOMES THE APPOINTMENT OF NEW ELECTORAL COMMISSIONER
Papua New Guinea (PNG) has a new person to run the Electoral Commission, she is Dr. Nicole Haley, and Prime Minister James Marape is content with the decision to appoint her as the new Commissioner.In welcoming her, Prime Minister Marape described the appointment of the new Electoral Commissioner as a significant and timely decision for the country as it prepares for the 2027 National General Election (NGE).Dr Haley, an Australian national, is a Professor of Anthropology and Pacific Politics at the Australian National University. She has spent more than 30 years researching Papua New Guinea's political landscape, with particular emphasis on electoral systems, election management, political participation, women's representation and electoral integrity.She was appointed following a Meeting of the Electoral Commission Appointments Committee at Melanesian Haus on Tuesday, 30th June 2026. Prime Minister Marape said the appointment process was bipartisan, transparent and thorough, involving the Prime Minister, Opposition Leader James Nomane, Chairman of the Public Service Commission and Chairman of the Permanent Parliamentary Committee on National Elections. He then called on all Officers of the PNG Electoral Commission, from the National Headquarters to Provincial and District Offices, to work closely with the new Electoral Commissioner and begin preparations for 2027 without delay.

GOVERNOR REAFFIRMS COMMITMENT TO STRENGTHENING HEALTH SERVICES ACROSS ENB
The Governor of East New Britain Micheal Marum has reaffirmed the provincial governmentâs commitment to improving healthcare services, describing the health sector as one of the provinceâs highest priorities.Speaking during the official handover of vehicles to support health service delivery, the Governor said the new fleet would significantly strengthen the ability of health workers to reach communities, improve supervision, and enhance the delivery of essential healthcare services throughout East New Britain (ENB).He challenged all health staff entrusted with the vehicles to take ownership of these valuable public assets by ensuring they are driven responsibly, properly maintained, and used solely for their intended purpose of serving the people.Governor Marum expressed sincere appreciation to the World Bank and other international development partners for their continued investment in strengthening the provinceâs health system.He also acknowledged the valuable contribution of the New Guinea Islands Produce (NGIP) Agmark Group of Companies, thanking the company for its ongoing corporate support towards the health sector and its commitment in improving the wellbeing of communities across the province.He also paid special tribute to outgoing ENB Provincial Health Authority (PHA) Board Chairman Mr. Nick Lyons, for his outstanding leadership and dedicated service over the past eight years.He noted that in accordance with the provisions of the Provincial Health Authority Act, Mr. Lyons has reached the statutory retirement age for Board membership.âOn behalf of the people and Government of East New Britain, I sincerely thank Mr Lyons for his commitment, leadership and guidance during a significant period of growth and reform within our Provincial Health Authority.ââWe wish him and his family every success in the years ahead.âThe Governor advised that the process for appointing a new PHA Board has been completed through the National Executive Council (NEC), with the new Board to be announced shortly.Recognising the growing demand on health services, the Governor also revealed that he has requested the Chief Executive Officer (CEO) of the ENB PHA to provide a comprehensive report on the current status of the provinceâs hospitals and health facilities.The report will help identify priority needs and enable the provincial government to seek additional funding from the national government and development partners to further strengthen health infrastructure, equipment and service delivery.âThe real measure of success is not the number of vehicles we receive, but the improved health outcomes they help deliver for our people.âThe Governor reiterated that the provincial government will continue working closely with the national government, development partners, churches, the private sector, and healthcare providers to build a stronger, more resilient health system that delivers quality healthcare to every community across the province.

COST OF SERVICES REPORT PROVIDES ROADMAP FOR STRONGER FISCAL PLANNING IN BOUGAINVILLE
The Autonomous Bougainville Government's (ABG) newly launched âFrom Here To Thereâ: Cost of Services Report, provides the most comprehensive assessment to date of the cost of administering government and delivering public services across Bougainville, establishing a stronger evidence base for future fiscal planning and policy decisions.Secretary for Finance and Treasury Joshua Tauko said the report goes beyond financial estimates, capturing the practical realities of delivering services across Bougainville's diverse geography and the varying costs of access."The report is about more than numbers, it reflects the realities of delivering services cross long distances, difficult terrain, scattered communities, islands and varying costs of access," Mr. Tauko said.He said the study provides the ABG and the National Government with a shared evidence base to better align government functions, financial resources and administrative responsibilities as Bougainville assumes greater responsibilities."Behind every figure are people and services," Mr. Tauko said."The report represents the health workers, teachers, police officers and public servants who rely on adequate funding to deliver essential services to our people."Mr. Tauko said the study gives the ABG a clearer understanding of the full cost of government administration and service delivery.While some expenditure is already reflected in the ABG budget, other costs continue to be carried by National Government agencies that still support services in Bougainville.He said Bougainville operates within a unique constitutional and peace-building framework, supported by its own fiscal arrangements, revenue powers and evolving responsibilities.As additional powers continue to be transferred, he said funding discussions must accurately reflect the functions already undertaken by the ABG, those still delivered nationally and the institutional capacity required to sustain effective service delivery."The task ahead is shared. We must work constructively with the National Government to align functions, resources, and responsibilities. At the same time, we must strengthen Bougainville's own revenue base, financial discipline, and institutional capacity. KUMUL 23 STEPS UP OPERATION IN ENGA TARGETING ILLEGAL FIREARMS & CRIMINALS
The Royal Papua New Guinea Constabulary's (RPNGC) elite Police Tactical Group, Operation Kumul 23, has intensified ground patrols across Enga Province as part of ongoing joint security operations targeting illegal firearms and violent offenders.The patrols, conducted on Saturday, June 27, involve Operation Kumul 23 working alongside Mobile Squads and the Papua New Guinea Defence Force (PNGDF) under an intelligence-led policing strategy aimed at restoring law and order across the province.The operation combines specialist tactical capabilities, drone surveillance, reconnaissance, rapid forced-entry operations, and intelligence gathering to target high-risk offenders operating in volatile areas.Enga Provincial Police Commander, Chief Superintendent Steven Harris, said the security situation in the province continues to improve, but police will maintain pressure until communities are safe.He said intelligence-driven operations are identifying threats before they escalate, restricting the movement of offenders and preventing further outbreaks of violence.Commander of Upper Highlands Special Operations, Assistant Commissioner Anthony Wagambie Jr., said Operation Kumul 23 was specifically established to respond to high-risk environments where conventional policing alone cannot effectively operate."We have trained hard, have the intelligence, capability, and know who the agitators are, and we know who is harbouring suspects and weapons. The question for them now is how long do they think they can run and hide?"Chief Superintendent Harris warned those involved in illegal firearms, organised violence or harbouring offenders that police will continue to pursue them under the full force of the law."I will not mediate with criminals and will not negotiate with criminals. I have been very clear about that, and it is not changing. The only conversation with you is about how you want to come into custody."He said the law protects every Papua New Guinean equally, regardless of their background."The law is not the property of the educated, the privilege of the elite. Every person in Papua New Guinea, the child of a privileged family, the child of a hardworking street vendor, the child of a farmer in the Highlands, every one of them deserves the protection of the law and under my command, they will have it, not the offer of bel kol or compensation for a human life."Chief Superintendent Harris said security operations will continue throughout Enga and across the Highlands region, adding that police remain active even when they are not visible.He warned offenders not to mistake the absence of police patrols for the absence of police presence.

FAITH AND DETERMINATION SHAPE EDUCATION LEADER'S JOURNEY
Every so often, a story emerges from Papua New Guinea that reminds us of the power of perseverance, and Sharon Buke's journey is one such example.Raised in Wewak, East Sepik Province, Sharon grew up in a close-knit community grounded in faith through the Evangelical Brotherhood Church. Her father served the church as a handyman and driver while also leading his clan as a respected chief, instilling in his family the values of service, humility and leadership. Her mother also played an active role in supporting the community wherever she could.Sharon began her education at Mongniol Primary School before attending Yarapos High School, also known as Mercy College, where she completed Grade 10 in 1985. She then enrolled at Dauli Teachers College in Southern Highlands Province, graduating in 1987 with a Primary Teaching Certificateâa qualification that marked the beginning of a lifelong commitment to education.Committed to continuous learning, Sharon pursued further studies while teaching. She completed a Diploma in Primary Teaching in 2014 and earned a bachelor's degree in Primary Teaching from Divine Word University in 2019. She is now furthering her professional development by working towards a master's degree in education.Over the years, Sharon has built a reputation as a dedicated educator and mentor. Between 2009 and 2011, while serving as a senior teacher at Dapu Primary School, she played a key role in helping fellow teachers transition to the outcomes-based education system by organising professional development sessions. She also coordinated a school performance that highlighted the challenges teachers faced during the education reform.Her career has not been without obstacles. Working in a sector where leadership positions have often been dominated by men, Sharon encountered moments when her abilities were questioned. Rather than allowing these challenges to define her, she consistently demonstrated her leadership through hard work, professionalism, and strong results.As Executive Officer of the Provincial Education Board, she showcased exceptional organisational and management skills. Her appointment as Acting District Education Manager for Nuku became a defining milestone, providing the opportunity to demonstrate her capability to lead education services at the district level.Sharon has also worked closely with Australia's Partnerships for Improving Education program in Papua New Guinea, supporting teacher training initiatives to help educators adapt to the country's evolving education system.Her personal philosophy remains simple yet powerful: "I do my part; others do theirs and God will do the rest."Beyond her professional responsibilities, Sharon enjoys spending time in worship and expanding her knowledge through online learning.From her humble beginnings in Tinboli Village to becoming a respected leader in Papua New Guinea's education sector, Sharon Buke's story is a testament to how faith, determination and a commitment to lifelong learning can create lasting changeânot only for an individual, but for the communities they serve.

PPL CUSTOMERS URGED TO SUPPORT THE PRESERVATION OF POWER
Residents of Port Moresby city and also parts of the Central province have been strongly urged to preserve electricity as the dry weather condition caused by the El Nino prolongs.This is because the receding water level at the Sirinumu Dam in Central province is not just affecting the water supply; it is affecting the generation of power as well.PNG Power Limited (PPL) in a press statement released to the public, is urging its customers; that is, residents, commercial and industrial customers in Port Moresby and Central province, to support efforts taken by PPL to preserve power.Customers are urged to practice responsible energy usage during this critical period.Simple steps such as avoiding high electricity consumption during peak hours (09:00 AM â 4:00 PM and 6:00 PM â 8:00 PM) and switching off non-essential appliances can make a meaningful difference to the power grid during this drought period.âThe drought situation affecting the National Capital District and Central province is serious, and we are taking all necessary proactive steps to responsibly manage the water in Sirinumu Dam,â says PPL Chief Executive Officer (CEO) Mr. Paul Bayly.âOur priority is to sustain electricity supply and city water availability for the people of Port Moresby for as long as possible through this extended dry spell. PARKOP OFFICIALLY OPENS RESEALED ERIMA-MAMBU ROAD
NCD Governor Powes Parkop yesterday officially opened the Erima-Mambu Road Resealing Project in Port Moresby city. The 1.5 kilometers road corridor from Erima's Mambu field stretching to the back of the Royal Port Moresby Golf Club was built by Arbra Construction, a local Papua New Guinean construction company, at the cost of K2.3 million.Also present to witness the opening was Moresby North-East Electorate MP, John Kaupa and NCD City Manager, Mr. Ravu Frank, who were amongst community leaders from Erima and the Managing Director of Arbra construction Mr. Stanley Koi.When addressing the people of the Erima Community, the Governor firstly thanked Arbra Construction for doing a great job with the resealing project and proving that locally owned companies do have the engineering expertise and capacity to deliver high standards of work.He further acknowledged the contractor for providing the partnership with the Erima community, especially with the engagement of youths in the community, in constructing this road.Parkop encouraged the people of Erima to embrace the opportunities and the benefits this road brings. He reminded the people that when there is road, other essential and basic services like water, electricity and proper sewerage system will follow after.He stressed that this road is just the start of many more good projects to follow, as these projects are all part of a bigger plan to transforming the Erima settlement. However, they cannot continue because of the unavailability of funds.Kaupa made it clear to the Erima community that it is not to source backing from the National Government for other vital services like water and electricity, as these still remain the Government's responsibility. Moreover, he will do his best as their leader and MP to push for these services and continue to bring change into the community before the country goes into the 2027 National General Elections.
