The NCD Metropolitan Superintendent Warrick Simatab has expressed support for a government takeover of the Public Motor Vehicle (PMV) transport service in Port Moresby, addressing the current system run by private operators has significant issues that affect public safety and service quality.
Superintendent Simatab made this statement this week when asked by PNG HAUSBUNG, whether PMV Transport service should be taken over by the Government, or allow local PMV Transport service owners to continue their services in the City.
“As the Metropolitan Superintendent of the National Capital District (NCD), my opinion is that the government should take over public transportation in Port Moresby,” Simatab said.
He described the privately-run PMV system as a major challenge for law enforcement.
“From a law enforcement perspective, the private PMV model has major safety and security concerns, including frequent theft, street crime, and dangerous road conditions from unroadworthy vehicles. The lack of effective regulation by government bodies, including the police, makes it difficult to enforce standards and hold private operators accountable,” he stated.
Meanwhile, he also highlighted service quality as a major concern as it risks the safety and security for the Public.
“The substandard service with unhygienic buses, unkempt drivers, and unreliable routes, shows that profit is prioritized over public well-being. The absence of a centralized system makes it impossible to implement and manage a reliable and consistent transportation network.”
Moreover, he said a government-led system under the National Capital District Commission (NCDC) would provide solutions.
“A government-operated system, managed by the NCDC, is the best solution,” Simatab said.
He pointed out that such a system would allow:
– Improved Safety and Accountability: We could place police and Road Traffic Authority (RTA) personnel on buses to ensure passenger security.
– Better Service Quality: The focus would be on passenger welfare, leading to cleaner and more reliable buses.
– Increased Efficiency: A unified system would create more efficient routes and consistent scheduling.
He concluded emphasizing that, “The success of the NCDC’s Eda City Bus initiative demonstrates that a government-led approach is both achievable and effective. Based on police reports and in support of the citizens of Port Moresby, I believe a government-led system is necessary to provide the safe, clean, and efficient public transportation our city needs.”
